Based on Article 10 of the Regulations on the standards for principals of general education institutions issued together with Circular 14/2018/TT-BGDDT, the process of assessment and classification of results according to the principals based on the Principal standards is stipulated as follows:

- Assessment process
a) The principal self-assesses according to the principals based on the Principal standards;
b) The school organizes the collection of opinions from teachers and staff about the principal according to the principals based on the Principal standards;
c) The head of the directly managing body conducts the assessment and announces the assessment results of the principal according to the principals based on the Principal standards based on the principal's self-assessment results, the opinions of teachers and staff, and the practical execution of the principal's duties through verifiable and appropriate evidence.

Additionally, Official Dispatch 4529/BGDDT-NGCBQLGD, 2018 provides guidelines as follows:

2.1. In special cases (e.g., the managing bodies at various levels select and assign individuals to attend training courses, etc.), the directly managing body decides to shorten the assessment cycle and conduct the principal's assessment once a year at the end of the school year according to the full process stipulated in Clause 1, Article 10 of the Regulations on the standards for principals of general education institutions issued together with Circular 14/2018/TT-BGDDT (hereinafter referred to as the Regulations on principals based on the Principal standards).
2.2. The collection of evidence (documents, materials, objects, phenomena to objectively verify the achievement level in performing leadership and management tasks at the school according to the stipulations in Circular 14/2018/TT-BGDDT) to serve the assessment must be proactively carried out from the beginning of the school year. During the evidence collection process, the principal should refer to the sample evidence in Appendix I attached to this dispatch.
2.3. The implementation of the assessment process according to Article 10 of the Regulations on principals based on the Principal standards should refer to the templates in Appendix II attached to this dispatch.
Therefore, the process of assessing upper secondary school principals based on the Principal standards is carried out as follows:
Step 1: The upper secondary school principal self-assesses according to the principals based on the Principal standards;
Step 2: The school organizes the collection of opinions from teachers and staff about the principal according to the principals based on the Principal standards;
Step 3: The head of the directly managing body conducts the assessment based on the principal's self-assessment results, the opinions of teachers and staff, and the practical execution of the principal's duties through verifiable and appropriate evidence.
Note: The collection of evidence to serve the assessment must be proactively carried out from the beginning of the school year.
Step 4: The head of the directly managing body announces the assessment results of the principal according to the principals based on the Principal standards.

What is the assessment cycle according to the upper secondary school principals based on the Principal standards?
Article 11 of the Regulations on the standards for principals of general education institutions issued together with Circular 14/2018/TT-BGDDT stipulates the assessment cycle and authority according to the principals based on the Principal standards as follows:

- Assessment cycle
a) The principal self-assesses on an annual cycle at the end of the school year;
b) The directly managing superior body assesses the principal on a biennial cycle at the end of the school year. In special cases, the managing superior body decides to shorten the assessment cycle.
- Assessment authority
a) The head of the Department of Education and Training presides over the assessment of principals of primary schools, secondary schools, general education institutions with the highest level being secondary school, semi-boarding ethnic minority schools, and county-level boarding ethnic minority schools;
b) The Director of the Department of Education and Training presides over the assessment of principals of upper secondary schools, general education institutions with the highest level being upper secondary school, specialized schools, and provincial boarding ethnic minority schools;
c) The head of higher education institutions, research institutes, academies presides over the assessment of principals of affiliated general education institutions;
d) The Director of the Organization and Personnel Department (Ministry of Education and Training) presides over the assessment of principals of affiliated general education institutions.
Therefore, the assessment cycle according to the upper secondary school principals based on the Principal standards is as follows:
- Self-assessment cycle: The upper secondary school principal self-assesses once a year at the end of the school year.
- Direct superior assessment cycle: The directly managing superior body assesses on a biennial cycle at the end of the school year. In special cases, the managing superior body decides to shorten the assessment cycle.
What is the standard of foreign language and information technology usage for upper secondary school principals based on the Principal standards in Vietnam?
According to Article 8 of the Regulations on the standards for principals of general education institutions issued together with Circular 14/2018/TT-BGDDT, criteria for using foreign languages and information technology in the assessment of upper secondary school principals based on the Principal standards are specifically as follows:
Criterion 17. Using foreign languages
- Basic level: general communication in foreign languages (preferably English);
- Good level: directing the development and implementation of plans to enhance foreign language (preferably English) proficiency for teachers, staff, and students in the school;
- Excellent level: proficient use of foreign languages (preferably English); creating an environment that enhances foreign language proficiency (preferably English) for teachers, staff, and students in the school.
Criterion 18. Applying information technology
- Basic level: the ability to use some common IT tools in school management;
- Good level: the ability to use software supporting school management;
- Excellent level: the ability to create an IT application environment in teaching, learning, and school management activities.
