1. Regarding the time dedicated to Youth Union and Association work:
a) For universities:
- Youth Union Secretaries, Youth Union Committee Secretaries who are lecturers are allocated 70% of their standard teaching hours for Youth Union and Association work. Those who are not lecturers but concurrently serve as Youth Union Secretaries, Youth Union Committee Secretaries are allocated 70% of their working time for Youth Union and Association work;

b) For member schools, faculties under universities; academies, universities, colleges, vocational colleges, professional secondary schools, vocational secondary schools, preparatory universities (collectively referred to as school level) with 10,000 or more students:
- School-level Youth Union Secretaries or Youth Assistants who are lecturers or teachers are allocated 70% of their standard teaching hours for Youth Union and Association work. Those who are not lecturers or teachers but concurrently serve as school-level Youth Union Secretaries or Youth Assistants are allocated 70% of their working time for Youth Union and Association work;

c) For school levels with 5,000 to under 10,000 students:
- School-level Youth Union Secretaries or Youth Assistants who are lecturers or teachers are allocated 60% of their standard teaching hours for Youth Union and Association work. Those who are not lecturers or teachers but concurrently serve as school-level Youth Union Secretaries or Youth Assistants are allocated 60% of their working time for Youth Union and Association work;

- School-level Youth Union Secretaries or Youth Assistants who are lecturers or teachers are allocated 50% of their standard teaching hours for Youth Union and Association work. Those who are not lecturers or teachers but concurrently serve as school-level Youth Union Secretaries or Youth Assistants are allocated 50% of their working time for Youth Union and Association work;

2. Regarding allowances:
a) For universities:
- Youth Union Secretaries, Youth Union Committee Secretaries receive allowances equivalent to the Head of Division level within the university;

b) For member schools, faculties under universities; academies, universities, colleges, vocational colleges, professional secondary schools, vocational secondary schools, preparatory universities:
- School-level Youth Union Secretaries, Youth Assistants receive allowances equivalent to the Head of Department;

d) In cases where Youth Union, Association officials who are lecturers, teachers or not, hold positions with allowances equivalent or higher than the Head, Deputy Head of Division, Head, Deputy Head of Department, Deputy Head of subject group, Head of specialty group, Deputy Head of specialty group, they receive the highest allowance.
Allowances for Youth Union and Association officials are paid in the same monthly salary period.
Thus, the policies for public university lecturers serving as Youth Union Secretaries are as follows:
* Regarding the time dedicated to Youth Union work:
- For universities: Allocated 70% of their standard teaching hours for Youth Union work.
- For member schools; universities: Allocated 70% of their standard teaching hours for Youth Union work.
- For member schools; universities with 5,000 to under 10,000 students: Allocated 60% of their standard teaching hours for Youth Union work.
- For member schools; universities with less than 5,000 students: Allocated 50% of their standard teaching hours for Youth Union work.
* Regarding allowances:
- For universities: Receive allowances equivalent to the Head of Division level within the university;
- For member schools; universities: Receive allowances equivalent to the Head of Department.

Based on Clause 1, Article 5 of Circular 40/2020/TT-BGDDT, the duties of a rank 3 public university lecturer are as follows:
- Teaching, guiding, and grading projects, theses; participating in teaching master's and doctoral programs and guiding, evaluating master's theses, and doctoral dissertations if qualified as prescribed;
- Participating in developing and enhancing training programs;
- Leading or participating in the compilation of textbooks, reference books, specialized books, guidebooks, translating foreign language books and textbooks into Vietnamese (collectively referred to as educational books);
- Organizing, participating in scientific research activities; writing and reporting at scientific conferences, workshops; participating in evaluating institutional-level scientific research projects, student scientific research projects; participating in international cooperation activities and ensuring the quality of higher education;
- Participating in class management, academic advising; guiding discussions, practical activities, experiments, and internships;
- Studying, enhancing political theory, professional knowledge, skills, and teaching methods; participating in practical activities to improve the quality of training and scientific research;
- Participating in management, Communist Party, mass organization activities, and other tasks as per the regulations of the public higher education institution and relevant laws.

- Teaching, guiding, and grading projects, theses; participating in teaching master's and doctoral programs and guiding, evaluating master's theses, and doctoral dissertations if qualified as prescribed;
- Leading or participating in developing and enhancing training programs; proposing policies, directions, and measures for the development of the sector or assigned specialty; proactively proposing solutions to improve teaching quality, methods of assessing the learning and training outcomes of students;
- Leading or participating in the compilation of educational books; leading or participating in scientific and technological tasks;
- Leading, participating in evaluating projects, scientific research topics; writing and reporting at scientific conferences, workshops; participating in international cooperation activities and ensuring the quality of higher education;
