Do the heads of the subject department have to meet with the physical education teachers to vote on selecting a textbook for 4th grade physical education in Vietnam?

Pursuant to Article 7 of Circular 27/2023/TT-BGDDT:

Process of Selecting Textbooks in Educational Establishments

1. The Council develops a plan to organize the selection of textbooks for the educational establishment; assigns tasks to Council members.

2. Organize the selection of textbooks at the subject department

...

d) The Head of the subject department organizes a meeting with subject teachers to discuss, vote on selecting 01 (one) textbook for that subject. If the subject has only 01 textbook approved by the Minister of Education and Training, the subject department selects the textbook in the decision, without voting.

The selected textbook must secure votes from at least half of the subject teachers. If no textbook obtains votes from at least half of the subject teachers, the subject department must discuss, vote again; the selected textbook is the one with the highest number of votes in the second round. If in both rounds, there are 02 (two) or more textbooks with the highest equal number of votes, the Head of the subject department decides to choose one of the textbooks with the highest equal number of votes.

Meetings of the subject department are documented, recording all opinions, evaluations of textbooks by participating subject teachers, signed by the Head of the subject department and the person assigned to document the meeting;

Thus, the Head of the subject department will meet with Physical Education teachers to vote on selecting one Physical Education textbook for Grade 4.

The selected textbook must secure votes from at least half of the subject teachers.

Who shall approve and decide on the selection of the Physical Education textbook for Grade 4 in Vietnam?

Pursuant to Article 18 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT:

Textbooks, teaching equipment, reference materials, and local educational materials

1. Primary schools use textbooks approved by the Minister of Education and Training and the selection, usage of which is decided by the Provincial People's Committee in the teaching and learning process at primary schools in the locality; teachers and students use textbooks in teaching and learning activities to achieve the educational objectives, content, and student competencies required by the primary education program; primary schools must provide promptly, fully the information about textbooks used at the school for students and their families.

2. Teaching equipment used in schools belongs to the minimum teaching equipment list issued by the Ministry of Education and Training and other teaching equipment as prescribed by the general education program.

3. Schools organize the selection, provision of reference publications for teaching and research activities by teachers as prescribed by the Ministry of Education and Training; encourage teachers to use reference publications to improve education quality. No organization or individual shall force students to buy reference materials.

4. Local educational materials are compiled and appraised under the direction of the Provincial People's Committee to meet the needs and suitability of local characteristics, according to the requirements of the primary education program about educational goals, content and are approved by the Minister of Education and Training.

Thus, the authority to approve and decide on the selection of the Physical Education textbook for Grade 4 is as follows:

Approval Authority: Minister of Education and Training.

Selection Authority: Provincial People's Committee.
