Pursuant to Article 5 of Circular 09/2021/TT-BGDDT, online teaching activities are regulated as follows:
Online teaching activities
1. Online teaching activities are conducted according to lessons or topics in the general education curriculum, ensuring interaction between teachers and students during the teaching process.
2. Online students engage in the following primary activities: participating in online classes organized by teachers; performing learning activities and assessments as required by teachers; accessing learning content from online teaching materials; asking and answering questions with teachers and other students.
3. Online teachers engage in the following primary activities: organizing online classes to lecture and guide students; assigning learning tasks and assessing students' learning outcomes; monitoring and supporting students in accessing learning content from online teaching materials; advising, supporting, answering questions, and resolving students' inquiries.
4. The head of the general education institution decides the form of online teaching to support face-to-face teaching at the general education institution; organizes online teaching to replace face-to-face teaching at the general education institution during periods when students cannot attend school due to force majeure reasons.
When online teaching activities are organized on an online learning system, online students engage in the following four primary activities:
- Participating in online classes organized by teachers;
- Performing learning activities and assessments as required by teachers;
- Accessing learning content from online teaching materials;
- Asking and answering questions with teachers and other students.

What are the current regulations on assessing and evaluating students during online learning in Vietnam?
Pursuant to Article 6 of Circular 09/2021/TT-BGDDT, regulations on assessment during online teaching, students will be assessed as follows:
(1). Frequent assessment of students' online learning outcomes is conducted during the teaching process.
Forms of frequent assessment in online teaching are carried out in accordance with the Ministry of Education and Training's regulations on frequent assessment.
(2). Periodic assessment of students' online learning outcomes is conducted directly at the general education institution according to the Ministry of Education and Training's regulations on periodic assessment.
In the event that a student cannot attend the general education institution for periodic assessment due to force majeure reasons, the organization of periodic assessment will be conducted online; the head of the general education institution decides the form of periodic assessment according to the Ministry of Education and Training's regulations, ensuring accurate, fair, objective, and truthful assessment.
What responsibilities does the head of a general education institution have when organizing online class for students in Vietnam?
Pursuant to Article 15 of Circular 09/2021/TT-BGDDT, when organizing online teaching for students, the head of a general education institution has the following responsibilities:
(1) Decide the form of online teaching based on guidance from competent authorities; determine the goals, levels, or requirements to be achieved in online teaching content to ensure teaching quality;
(2) Develop an online teaching plan suitable for the quality assurance conditions of the general education institution;
(3) Conduct professional development and enhance online teaching skills for teachers and staff, ensuring quality;
(4) Assign specific responsibilities to management staff, teachers, employees, students, and cooperate with parents in organizing online teaching;
(5) Develop, select, and evaluate teaching materials used in online teaching;
(6) Notify the form of online teaching, plan the organization of assessment of online learning outcomes to students and parents;
(7) Organize and manage online teaching according to the plan;
(8) Direct the collection of learning products and assess students' learning outcomes;
(9) Manage the accounts of students and teachers used in online teaching software as identified by the personal identification number of students and teachers from the education sector database.
