According to Article 3 of Circular 22/2017/TT-BLDTBXH guiding the implementation of Decree 113/2015/ND-CP stipulating special allowances, preferential allowances, job responsibility allowances, and allowances for heavy, hazardous, and dangerous work for teachers in public vocational education institutions issued by the Minister of Labor, Invalids, and Social Affairs, the regulations are as follows:
Calculation and receipt of special allowances
The calculation and receipt of monthly special allowances for teachers who teach integrated subjects; teachers who teach practical subjects with one of the following titles, certificates, or qualifications: exceptional talent, national vocational skills certificate level 4, craftsman certificate level 5/6, or 6/7 issued by a competent authority under the provisions of the law, specified in Articles 5 and 6 of Decree 113/2015/ND-CP are as follows:
Special allowance amount = {[Salary coefficient according to rank, grade, and step + leadership position allowance coefficient, seniority allowance (if any) currently enjoying] x statutory pay rate}/ (Standard teaching hours of teachers in a year /12 months) x Actual integrated or practical teaching hours in the month x 10%.
Example 1: Teacher A is the Head of Department, teaching integrated subjects in a college; current salary coefficient is 4.98; leadership position allowance coefficient is 0.45; current seniority allowance rate is 5%; statutory pay rate is 1,300,000 VND; standard teaching hours for teachers in a year is 450 hours; actual integrated teaching hours in the month is 20 hours. The special allowance that Teacher A receives monthly is calculated as follows:
Special allowance amount = [(4.98 + 0.45 + 5% x 4.98) x 1,300,000 VND] / (450 hours/12 months) x 20 hours x 10% = 393,744 VND.
Example 2: Teacher B is a practical subject teacher in a college; has a craftsman certificate level 6/7; current salary coefficient is 3.66; statutory pay rate is 1,300,000 VND; standard teaching hours for teachers in a year is 400 hours; actual practical teaching hours in the month is 35 hours. The special allowance that Teacher B receives monthly is calculated as follows:
Special allowance amount = (3.66 x 1,300,000 VND) / (400 hours /12 months) x 35 hours x 10% = 499,590 VND.
Currently, according to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applicable to teachers as public employees in public service providers is 2,340,000 VND/month.
The current guidance for calculating and receiving special allowances for teachers in public vocational education institutions is as follows:
Special allowance amount = {[Salary coefficient according to rank, grade, and step + leadership position allowance coefficient, seniority allowance (if any) currently enjoying] x statutory pay rate }/ (Standard teaching hours of teachers in a year /12 months) x Actual integrated or practical teaching hours in the month x 10%. |
