- General requirements
+ Requirements for qualities
Develop in students the qualities of patriotism, compassion, honesty, responsibility, and diligence; the awareness and responsibilities of citizens in building and defending the Socialist Republic of Vietnam.
+ Requirements for competencies
Develop in students self-control, self-learning abilities; communication and cooperation skills; creative problem-solving abilities through specialized competencies: awareness of national defense and security at a basic level; applying learned knowledge and skills in life.
- Specific requirements
+ Primary school students
Form awareness of love for the homeland and the country; gratitude to those who have contributed to the revolution and the country; love, care, and support for family members; respect for teachers and affection and support for friends.
Develop discipline, solidarity, moral nurturing, and serious demeanor in study, labor, and daily activities.
Have a sense of orderliness, hygiene, physical training; voluntarily comply with school regulations and legal provisions.
+ Junior high school students
Understand the national tradition of resistance against foreign invaders through historical periods of forming and defending the country; traditions of the Vietnam People's Army, Vietnam People's Public Security, and Militia and Self-Defense Forces; sovereignty of territories, seas, islands, and national border security; some basic contents in the national defense and security movement.
Form awareness of national defense and security at a basic level, understanding students’ responsibilities in defending the Homeland and maintaining security, order, and social safety.
Develop a sense of national pride, patriotism, and love for the fellow countrymen, discipline, solidarity, and compliance with legal regulations.
Thus, to meet the general requirements for integrating National Defense and Security Education in schools, requirements for qualities and competencies must be met.

Ensuring infrastructure and funding for integrating National Defense and Security Education in schools in Vietnam
Based on Article 2 of Circular 08/2024/TT-BGDĐT, the requirements for ensuring infrastructure and funding are as follows:
- Primary and junior high schools must fully utilize existing infrastructure; have plans to invest, enhance infrastructure, and minimal teaching equipment as per regulations, models, teaching aids, and necessary learning materials provided by authorized agencies; have adequate materials related to the content, knowledge, and skills of national defense and security education for integration.
- Localities, primary, and junior high schools must ensure infrastructure and other necessary conditions for integrating national defense and security education content using the school's regular expenditure and other lawful funding sources, sponsorships, and support from domestic and international organizations and individuals under legal regulations; lawful financial sources from non-public educational institutions and other related agencies, organizations, and individuals.
Methods and forms of integrating National Defense and Security Education in schools
Based on Article 4 of Circular 08/2024/TT-BGDĐT, the methods and forms of integrating National Defense and Security Education in schools will be implemented as follows:
[1] Based on the objectives and content of the lesson, experience, and actual conditions, teachers should integrate the content of national defense and security education in a compelling, brief, memorable, and understandable way; promote creativity, suitable for the psychological, physiological characteristics and cognitive abilities of students; combine illustrative images and artifacts appropriate to the objectives and content of the lesson; enhance the application of information technology in teaching integration and practical application.
[2] Integrate national defense and security education content through teaching lessons, themes, experiential activities, vocational orientation activities inside and outside the classroom; visiting historical sites, museums, traditional houses, military units; organizing camping, reading, listening, participating in storytelling competitions about tradition, and competitions to understand national defense and security.
