Based on Article 3 of Circular 07/2017/TT-BLDTBXH as amended by Clause 3, Article 2 of Circular 28/2022/TT-BLDTBXH, the 10 groups of duties for teachers teaching college-level programs in vocational education institutions include:
- Teaching activities.
- Proctoring exams, evaluating module and course completion; grading entrance exams; grading graduation exams; supervising and evaluating projects, graduation theses; evaluating students' research results.
- Completing forms, class management records assigned for teaching according to regulations.
- Guiding students on projects, graduation theses (if any); overseeing internships, internships combined with productive labor; training for excellent students participating in competitions at various levels.
- Compiling teaching materials; providing input for developing program content for the assigned modules and courses.
- Participating in the design and construction of specialized classrooms; designing, improving, and making vocational education tools and equipment.
- Organizing educational and training activities for students.
- Engaging in study, standardization training, advanced training; interning at enterprises or specialized agencies; observing and exchanging teaching experiences.
- Participating in training teachers as required for the professional development of the school, faculty, and department.
- Conducting scientific research; guiding students in scientific research; applying scientific and technical advances or initiatives and technical improvements in teaching and practical production.
- Participating in professional activities, involved in training management tasks.
- Carrying out other tasks as required by the Principal or Director of the vocational education institution.
How to determine teaching workload for vocational education teachers at the college and intermediate levels?
According to Article 5 of Circular 07/2017/TT-BLDTBXH as amended by Articles 2 and 3 of Circular 28/2022/TT-BLDTBXH, the teaching workload for vocational education teachers at the college level is stipulated as follows:
- The teaching workload for teachers in an academic year: From 350 to 450 standard hours for college-level teachers; from 400 to 510 standard hours for intermediate-level teachers.
The Principal or Director of the vocational education institution may determine the specific teaching workload and minimum teaching hours required based on actual conditions and the characteristics of each training sector.
- The teaching workload for teachers instructing general subjects in an academic year is 450 standard hours for college-level teachers; 510 standard hours for intermediate-level teachers.
- The teaching workload for teachers instructing general education subjects within vocational education institutions follows the regulations issued by the Ministry of Education and Training regarding working policies for general education teachers.
- The teaching workload for teachers participating in multi-level teaching within an academic year is converted and applied according to the highest level of standard teaching hours.
The Principal or Director of the vocational education institution will regulate the conversion coefficient of standard teaching hours for lower levels to align with the reality and characteristics of each training sector.
- The teaching workload for public employees in management positions and those holding academic titles in vocational education is specified as follows:
+ Chairperson of the school council, Principal: 8% of the standard teaching workload per year;
+ Vice-Principal: 10% of the standard teaching workload per year;
+ Head of department and equivalent: 14% of the standard teaching workload per year;
+ Deputy head of department and equivalent: 18% of the standard teaching workload per year;
+ Other public employees: 20% of the standard teaching workload per year.
- The teaching workload for teachers in the Faculty of Education within vocational education institutions is calculated according to the standard teaching workload for college-level teachers.
- Staff from other professional departments who meet the criteria to teach may be contracted for teaching if necessary, based on their assigned workload and tasks, as determined by the Principal or Director of the vocational education institution.
