When is a certificate of pedagogical skills training awarded to upper secondary school teachers in Vietnam?
Based on Subsection 4 of Section V of the Program issued in conjunction with Circular 12/2021/TT-BGDDT, the guidelines for implementing the training program are as follows:

4.2. Issuance of Training Certificates
4.2.1. Learners are awarded a training certificate upon participating in and completing all the modules prescribed in the training program, with scores of 05 (five) points or higher on all module tests. The score transcript attached to the certificate must clearly and fully state the names and scores of the completed modules.
4.2.2. Certificate of Pedagogical Skills Training for Secondary School Teachers: awarded to individuals with an appropriate bachelor's degree aspiring to become secondary school teachers who have participated in and completed the common modules (Part A) and the lower secondary school module branch (Part B).
4.2.3. Certificate of Pedagogical Skills Training for upper secondary school Teachers: awarded to individuals with an appropriate bachelor's degree aspiring to become upper secondary school teachers who have participated in and completed the common modules (Part A) and the upper secondary school module branch (Part C).
4.2.4. Certificate of Pedagogical Skills Training for Secondary and upper secondary school Teachers: awarded to individuals with an appropriate bachelor's degree aspiring to become both secondary and upper secondary school teachers who have participated in and completed the common modules (Part A) and both the lower secondary school (Part B) and upper secondary school (Part C) module branches.
4.2.5. In cases where learners have completed all three module groups A, B, and C, they will be awarded either 02 separate certificates (according to points 4.2.2 and 4.2.3, Section 4.2) or 01 combined certificate (according to point 4.2.4, Section 4.2).
4.2.6. Educational institutions tasked with teacher training and development are responsible for issuing training certificates to learners who complete the course as prescribed. The form of the training certificate is according to the national education system certificate format specified by the Minister of Education and Training. The printing, issuance, and management of training certificates comply with current regulations set forth by the Minister of Education and Training.
Thus, a certificate of pedagogical skills training for upper secondary school teachers is awarded when:
- Participating in and completing all prescribed modules in the training program, with scores of 05 (five) points or higher on all module tests. The score transcript attached to the certificate must clearly and fully state the names and scores of the completed modules.
- Individuals with an appropriate bachelor's degree aspiring to become upper secondary school teachers who have participated in and completed the common modules (Part A) and the upper secondary school module branch (Part C).
What are the requirements for educational institutions to organize pedagogical skills training for upper secondary school teachers in Vietnam?
Based on Subsection 5 of Section V of the Program issued in conjunction with Circular 12/2021/TT-BGDDT, the requirements for educational institutions to organize pedagogical skills training for upper secondary school teachers are as follows:
- Capability of training and development organization
+ Educational institutions that have established and trained teachers in any subject can perform pedagogical skills training for individuals with an appropriate bachelor's degree aspiring to become secondary/upper secondary school teachers in that subject.
+ Educational institutions that have undertaken the task of training and developing teachers and managing general education staff. Capable of organizing and efficiently implementing training activities for teachers and management staff at the secondary/upper secondary school level.
- Teaching staff
Having adequate teaching staff, of which permanent lecturers must ensure they teach at least 70% of the training program content. Permanent lecturers should have expertise in pedagogy, educational management, and sufficient pedagogical capabilities.
- Materials, facilities, and equipment
+ Having training materials prepared and reviewed according to regulations, based on the training program issued by the Ministry of Education and Training.
+ Having sufficient resources in terms of facilities (library, classrooms, electronic information systems,...) and practical bases to carry out the training program.
