According to Article 20 of the Law on Health Insurance 2008, supplemented by Clause 13, Article 1 of the Law amending law on health insurance 2014, the regulations on the revocation and seizure of health insurance cards in Vietnam are specified as follows:
Revocation and seizure of health insurance cards
1. Health insurance cards are revoked in the following cases:
a) Fraudulent issuance of health insurance cards;
b) The person named on the health insurance card ceases participation in health insurance;
c) Issuance of duplicate health insurance cards.
2. Health insurance cards are temporarily held in cases where a person using health insurance services uses another person's health insurance card. The person whose health insurance card is temporarily held is responsible for retrieving the card and paying the required fine in accordance with the law.
A student's health insurance card may be siezed if the student uses another person's health insurance card for medical examination or treatment.

What is health insurance contribution rate for students in Vietnam?
Based on Article 7 of Decree 146/2018/ND-CP, the regulations are as follows:
Health insurance contributions and responsibilities
1. Monthly health insurance contributions for the following groups are specified as:
a) 4.5% of the monthly salary of the employee for the groups stipulated in Clause 1, Article 1 of this Decree.
- Employees on sick leave for 14 or more days in a month according to the law on social insurance are not required to pay health insurance but still enjoy health insurance benefits;
- Employees under temporary detention, custody, or suspension for investigation to determine legal violations shall contribute 4.5% of 50% of their monthly salary. If the competent authority concludes that there is no legal violation, the employee must pay back health insurance on the recovered salary;

d) 4.5% of the statutory pay rate for other groups;

Based on Article 8 of Decree 146/2018/ND-CP, the regulations are as follows:
Support from the state budget

c) Minimum of 30% support for health insurance contributions for the groups stipulated in Clauses 3 and 4, Article 4 of this Decree.
2. If a person belongs to multiple groups eligible for state budget support as stipulated in Clause 1 of this Article, they shall receive the highest level of support available for any of those groups.

Thus, the health insurance contribution for students is 4.5% of the statutory pay rate for other groups.
Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applied to teachers is 2,340,000 VND/month for public employees in public service providers.
Additionally, students are eligible for a minimum of 30% support for their health insurance contributions.
The annual health insurance amount to be paid = 4.5% x 2,340,000 x 12 x up to 70%
Therefore, the annual health insurance contribution of students is up to 884,520 VND.
What are the method of payment of health insurance contribution for students in Vietnam?
Based on Clause 5, Article 9 of Decree 146/2018/ND-CP, the methods for paying health insurance contribution for students in Vietnam are as follows:
- Periodically every 3 months, 6 months, or 12 months, students or their parents or guardians are responsible for paying their portion of the health insurance contributions as stipulated in Clause 2, Article 10 of Decree 146/2018/ND-CP to the social insurance agency;
- State budget support is as follows:
+ Students studying at educational institutions or vocational education institutions under ministries or central agencies are supported by the central budget.
Every 3 months, 6 months, or 12 months, the provincial social insurance agency aggregates the issued health insurance cards, collected amounts from students, and the supported budget amounts according to Form No. 1 of the Appendix issued with Decree 146/2018/ND-CP, sending it to Vietnam Social Security for aggregation and submission to the Ministry of Finance to transfer the funds to the health insurance fund in accordance with Clause 9, Article 9 of Decree 146/2018/ND-CP.
+ Students studying at other educational institutions or vocational education institutions are supported by the local budget, including any central budget support if applicable, where the educational institution is located, regardless of the student's permanent residence.
Every 3 months, 6 months, or 12 months, the social insurance agency aggregates the issued health insurance cards, collected amounts from students, and the supported budget amounts according to Form No. 1 of the Appendix issued with Decree 146/2018/ND-CP, sending it to the financial agency to transfer the funds to the health insurance fund in accordance with Clause 9, Article 9 of Decree 146/2018/ND-CP.
