According to Section 3 of the General Education Program for English issued together with Circular 32/2018/TT-BGDDT, the objectives of the program are stipulated as follows:

(1) General Objective:

- The general education program for English provides students with a new communication tool, helping them form and develop English communication skills through listening, speaking, reading, and writing.

Upon completion of the general education program, students will achieve Level 3 communication competence in the 6-level foreign language proficiency framework for Vietnam, laying the foundation for them to use English in learning, and form lifelong learning habits to become global citizens in the integration era.

- The general education program for English provides students with a comprehensive understanding of the countries, people, and cultures of some English-speaking and other nations worldwide; fostering positive attitudes and sentiments towards these countries, their people, cultures, and languages.

Additionally, the general education program for English also contributes to forming and developing essential qualities and competencies required for labor, such as work consciousness and responsibility, orientation, and career choice suitable to capability, interests, and adaptability in the context of the new industrial revolution.

(2) Objective at the Upper Secondary Education Level:

After completing the upper secondary education program for English, students should be able to:

- Use English as a communication tool through four skills: listening, speaking, reading, and writing to meet basic and practical communication needs on familiar topics related to school, play, recreation, vocation, ...

- Continue to form and develop basic knowledge about English, including phonetics, vocabulary, and grammar; through English, gain a broader understanding of the countries, people, and cultures of English-speaking and other nations worldwide, understand and respect the diversity of cultures, and initially reflect the value of Vietnamese culture in English.

- Use English to enhance the quality of learning other subjects in the general education program.

- Specific requirements on specialized competencies for Upper Secondary Education Level are as follows:

+ After completing the upper secondary education program for English, students may achieve Level 3 in English of the 6-level foreign language proficiency framework for Vietnam.

To be specific:

“Be able to understand the main ideas of a standard, clear text or talk on familiar topics encountered at work, school, leisure, ...

Be able to handle most situations likely to arise where the language is spoken.

Be able to write simple text on topics that are familiar or of personal interest.

Be able to describe experiences, events, dreams, hopes, ambitions, and briefly give reasons, explanations for opinions and plans.”
