Criteria for Council Members

2. Holding a university degree or higher, knowledgeable in educational science, with expertise relevant to the textbooks being appraised.
3. Having participated in one of the following tasks: developing general education programs, appraising general education programs, compiling textbooks, appraising textbooks, having at least 03 (three) years of direct teaching and researching at teacher training institutions with expertise relevant to the subject or educational activity for which the textbook is being appraised; or having at least 03 (three) years of direct teaching of the subject or educational activity for which the textbook is being appraised.

National Textbook Appraisal Council
1. The national textbook appraisal council (hereinafter referred to as the council) is an organization established by the Minister of Education and Training for each subject, educational activity at each educational level, to assist the Minister of Education and Training in appraising textbooks.
2. The council includes scientists, educators, educational managers with experience and credibility in education, and representatives of relevant organizations; at least one-third (1/3) of the total number of members must be teachers currently teaching the subjects or educational activities at the corresponding educational level. The number of council members is an odd number, with a minimum of 7 (seven) members.

What are working principles of the Textbook Appraisal Council in Vietnam?
Based on Article 15 of the Regulations issued with Circular 33/2017/TT-BGDDT, the Textbook Appraisal Council works by the following principles:
Principle 1. The council operates under the principles of concentration, democracy, objectivity, and honesty.
Principle 2. A council meeting is considered valid when at least two-thirds (2/3) of the total members participate, including the Chairperson, Vice-Chairperson, and Secretary.
Absent members must send their written reviews and assessments of the textbook samples in sealed envelopes to the appraisal organizing unit before the meeting.
During council meetings, representatives of the appraisal organizing unit must be present.
Principle 3. The content of each council meeting must be recorded in minutes with signatures from the council members present and the representatives of the appraisal organizing unit.
Principle 4. During the appraisal process, the council can propose to the appraisal organizing unit to seek professional opinions from relevant agencies, organizations, and individuals if necessary.
