According to Article 7 of Circular 27/2023/TT-BGDDT:
Textbook selection process in educational institutions
1. The council formulates the plan to organize the selection of textbooks for the educational institution; assigns tasks to council members.
2. Organize textbook selection in the subject department.

d) The head of the subject department organizes a meeting with the subject teachers to discuss and vote to select one (01) textbook for that subject. In cases where the subject has only one (01) textbook approved by the Minister of Education and Training, the subject department selects the textbook in the decision without voting.
The selected textbook must have votes from at least 1/2 (half) of the subject teachers or more. In cases where no textbook receives votes from at least 1/2 (half) of the subject teachers, the subject department must discuss and vote again; the textbook receiving the highest number of votes in the second round will be selected. If two (02) textbooks have the highest equal number of votes in both rounds, the head of the subject department will decide to choose one among them.
Meetings of the subject department must be documented, fully recording comments and evaluations of the textbooks from participating subject teachers; the document must be signed by the head of the subject department and the designated recorder;

What are procedures for compiling textbooks for History of Grade 12?
The procedures for compiling textbooks for History of Grade 12 are stipulated in Article 9 of the Regulations on standards, procedures for compiling, editing textbooks; standards for organizations and individuals compiling textbooks; the organization and operation of the National Textbook Appraisal Council issued with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 2, Article 1 of Circular 05/2022/TT-BGDDT) as follows:
Step 1: The organization or individual compiling the textbook selects authors who meet the standards specified in Article 11 of Circular 33/2017/TT-BGDDT; authors review the general education curriculum issued by the Minister of Education and Training to develop an overall outline, detailed outline, and compilation plan; assigning duties of the general editor, chief editor (if the book has a general editor, chief editor), authors ensuring the suitability of workload and implementation time to guarantee the quality and progress of completing the sample textbook;
Step 2: The organization or individual compiling the textbook organizes the compilation, editing, design, and illustration, completes at least one (01) lesson, organizes trial teaching, receives feedback after trial teaching to finalize that lesson with the participation and consensus of all authors before proceeding with the compilation of other lessons;
Organizes compilation, editing, design, illustration, trial teaching, seeks feedback from teachers, educational administrators, scientists, education experts knowledgeable about general education to review, evaluate the sample textbook according to the contents of Article 4, Article 5, Article 6, Article 7, and Article 8 of Circular 33/2017/TT-BGDDT; completes the sample textbook and submits it to the Ministry of Education and Training for appraisal;
Step 3: The Ministry of Education and Training organizes the appraisal of the sample textbook according to the provisions of Chapter 4 of Circular 33/2017/TT-BGDDT;
Step 4: The organization or individual compiling the textbook completes the sample textbook post-appraisal;
Step 5: The Minister of Education and Training approves and permits the use of the textbook;
Step 6: The organization or individual compiling the textbook organizes the publication and distribution of the textbook in accordance with the law.
