1. Lecturers appointed to leadership positions or concurrently performing management, party, and union duties (except lecturers in national defense and security education) have the obligation to teach at least the following minimum percentage of the standard teaching hours specified in Clause 4, Article 3 of this Circular:

According to Clause 4, Article 3 of Circular 20/2020/TT-BGDDT, the teaching norms for lecturers in an academic year ranges from 200 to 350 standard teaching hours (equivalent to 600 to 1,050 administrative hours); wherein, direct teaching hours (or online teaching) must ensure at least 50% of the prescribed standard.
The head of the university shall base on the unit’s goals, development strategies, the particularities of subjects and disciplines, and specific conditions of the unit to decide the appropriate teaching norms for lecturers in an academic year.

How much time must university lecturers in Vietnam dedicate to scientific research duties?
Pursuant to Clause 1, Article 5 of Circular 20/2020/TT-BGDDT, it is regulated as follows:
Regulations on Scientific Research
1. Lecturers must spend at least 1/3 of their total working time in an academic year (equivalent to 586 administrative hours) on scientific research duties.
2. The assignment and implementation of scientific research duties for lecturers must be suitable for the conditions, scientific potential, and development strategies of the university, as well as the lecturers’ professional capabilities.
3. Each year, lecturers must complete the assigned scientific research duties corresponding to their titles or job positions. The scientific research results of lecturers are evaluated through scientific and technological products, research activities, and technology transfers; at least equivalent to a research project at the institutional level that is assessed as meeting the requirement or higher, or one article published in an international standard ISSN scientific journal, or a scientific report at a specialized academic conference.
The head of the university assigns scientific research duties to lecturers and specifically regulates the equivalent research hours based on various types of scientific and technological products, research activities, and technology transfers.
4. For lecturers who do not complete the prescribed scientific research duties, the head of the university shall consider the specific circumstances and levels when evaluating the performance results for the academic year, classify the emulation, and resolve relevant policies. Simultaneously, allowing these lecturers to compensate for the teaching hours by using research hours.
Thus, university lecturers must dedicate at least 1/3 of their total working time in an academic year to performing scientific research duties.
What policies apply to university lecturers who exceed their teaching, research, and community service load in Vietnam?
Pursuant to Article 7 of Circular 20/2020/TT-BGDDT, the regime for work exceeding the labor quota is regulated as follows:
Regime for Work Exceeding the Labor Quota
- In an academic year, lecturers who teach, conduct scientific research, serve the community, and perform other professional duties exceeding the quota shall be entitled to exceed-the-quota work policies according to legal regulations. The head of the university shall base on current state regulations and the actual conditions of the unit to decide appropriate policies for paying the relevant benefits.
- The time for exceeding the annual labor quota of lecturers shall not exceed the time regulated by labor law.
Thus, university lecturers who exceed their teaching, scientific research, and community service load in an academic year shall be entitled to policies for exceeding the labor quota according to legal regulations.
