Based on Section 3 of the Standards of Higher Education Institutions issued as an attachment to Circular 01/2024/TT-BGDDT:

  1. For branches of higher education institutions: Standards 3 and 5 apply.

Thus, the standards for branches of higher education institutions include:

(1) Standard 3: Facilities

Higher education institutions must have campuses, facilities, information systems, and learning resources that meet the requirements for ensuring the quality of teaching, learning, and research.

Criterion 3.1. Starting in 2030, the land area (adjusted by campus location coefficient) per full-time equivalent student, converted by level and field of training, must not be less than 25 m².

Criterion 3.2. The floor area for training per full-time equivalent student, converted by level and field of training, must not be less than 2.8 m²; at least 70% of full-time faculty members must be provided with individual workspaces.

Criterion 3.3. The library and learning resource centers must have sufficient textbooks, reference books, and other learning resources as required by the training program, in which:

- The number of textbook and reference book titles per training program at each level must not be less than 40;

- The number of textbook and reference book copies per full-time equivalent student, converted by level of training, must not be less than 5.

Criterion 3.4. The number of courses ready for online teaching must account for at least 10% of the total number of courses taught in the year; internet bandwidth per thousand students must not be less than the average fixed broadband speed in Vietnam.

(2) Standard 5: Enrollment and Training

Higher education institutions must maintain quality and efficiency in enrollment, training, and student support.

Criterion 5.1. The enrollment rate over the number of announced annual enrollment targets, averaged over the last 3 years, must not be less than 50%; the scale of training must not decline by more than 30% compared to 3 years prior, except if the reduction in scale aligns with the institution's development direction.

Criterion 5.2. The dropout rate, determined by the rate of students who have not graduated and do not continue studying annually, must not exceed 10%, and for first-year students specifically, must not exceed 15%.

Criterion 5.3. The graduation rate, determined by the rate of students graduating within no more than 2 years beyond the standard study plan, must not be less than 60%; the on-time graduation rate must not be less than 40%.

Criterion 5.4. The satisfaction rate of students with faculty regarding teaching quality and effectiveness must not be less than 70%; the overall satisfaction rate of graduates with their educational experience must not be less than 70%.

Criterion 5.5. The employment rate of university graduates in jobs related to their trained professional level, self-employed, or pursuing further education within 12 months post-graduation, must not be less than 70%.

- Evaluate and monitor the quality assurance conditions of higher education institutions.

What are conditions for university faculty members in Vietnam?

According to Article 54 of the Law on Higher Education 2012 (amended by Clause 29 Article 1 of the Amended Law on Higher Education 2018), university faculty members must have a clear background, possess good qualities and ethics, and be in good health to complete teaching tasks. Regarding qualifications, university faculty members must have at least a master's degree, and if teaching at the master's or doctoral level, they must have at least a doctoral degree.
