What are security requirements for setting and printing-copying of question papers for high school graduation exam of Vietnam?
Pursuant to Clause 1, Article 16 of the Regulation on high school graduation exams promulgated together with Circular 15/2020/TT-BGDDT (amended by Clause 8, Article 1 of Circular 02/2024/TT-BGDDT), the security requirements for setting and printing-copying of question papers for high school graduation exam is divided into 3 levels as follows:
- Level 1:
+ Completely isolated from the outside starting from the preparation of question papers or opening original question papers for printing until the end of the last exam.
+ Before starting the preparation of question papers, the Exam Council/question paper Printing Committee must cooperate with the police to devise a security plan ensuring safety for the question paper preparation. This includes ensuring the windows of the rooms are sealed and sealed by the police and the leadership of the Exam Council/question paper Printing Committee to prevent any outside viewing.
- Level 2:
+ The area adjoining level 1 and level 3, completely isolated from the outside until the end of the last exam.
+ The staff on duty at level 2 are responsible for: Monitoring all communication via landlines; serving as the contact point with the outside; controlling people and objects from level 3 entering level 2 and vice versa.
- Level 3:
+ The area adjoining level 2 and the outside.
+ The staff on duty at level 3 are responsible for: Ensuring security and order around the question paper preparation area 24 hours a day; controlling access to prevent unauthorized individuals or communication equipment from entering the question paper preparation area; recording in a log the entry and exit of people and objects into the protected area; requiring everyone entering and exiting to wear an ID issued by the Exam Council/Exam Council.

3. Transporting, delivering question papers:
a) The Head of the Paper Transport and Delivery Committee is concurrently the leadership of the Exam Council; the members of the Committee and the police performing protection and supervision tasks are decided by the Chairperson of the Exam Council;
b) The Paper Transport and Delivery Committee is responsible for receiving sealed question paper bags from the question paper Printing Committee, storing, transporting, and distributing question papers to the Exam Points;
c) The question paper bags must be stored in locked, sealed cabinets, lockers, or safes and be protected continuously 24 hours a day; the key is held by the Head of the Paper Transport and Delivery Committee; the Head of the Paper Transport and Delivery Committee can authorize in writing the person in charge of the transport team or group to hold, deliver the key to the Heads of the Exam Points. In case it is impossible to transport sealed, locked cabinets, lockers, or safes due to force majeure, the Department of Education and Training must devise a transport plan ensuring security and safety for the question papers and report to the Ministry of Education and Training before implementation;
d) Record and store delivery-receipt minutes between the question paper Printing Committee and the Paper Transport and Delivery Committee, and between the Paper Transport and Delivery Committee and Heads of the Exam Points.
Thus, according to the above regulations, the high school graduation question papers must be protected continuously 24 hours a day, and the question paper bags must be stored in locked, sealed cabinets, lockers, or safes. The key is held by the Head of the Paper Transport and Delivery Committee.
Is it necessary to have witnesses when unsealing high school graduation question papers in Vietnam?
Pursuant to Clause 1, Article 19 of the Regulation on high school graduation exams promulgated together with Circular 15/2020/TT-BGDDT as amended by Clause 9, Article 1 of Circular 06/2023/TT-BGDDT stipulates as follows:
Protection and use of question papers and protection of answer sheets at the Exam Points
1. question papers and answer sheets must be stored in separate cabinets. The cabinets for storing question papers and answer sheets must be secure, locked, and sealed (the sealing label must bear the signatures of the Head of the Exam Point, the secretary of the Exam Point, and the police), and the key is held by the Head of the Exam Point. When unsealing, the witnesses must include the signatories of the sealing label, and a record must be made clearly stating the time of unsealing, the reason for unsealing, and the condition of the seal.
2. The area for storing question papers and candidates' answer sheets must be supervised by police continuously 24 hours a day, ensuring safety against fire and explosion. The room for storing question papers and answer sheets must be secure, with continuous 24-hour surveillance cameras recording all activities in the room; the police must be present and provide continuous protection 24 hours a day; a Deputy Head of the Exam Point from a school without candidates at the Exam Point must be present in the room for the entire duration that the question papers and answer sheets are stored at the Exam Point. On exam days, the security duty of the Deputy Head of the Exam Point is from the end of the last shift's work until the beginning of the first shift's work of the next exam day.
3. The opening of question paper bags and distribution of question papers to candidates must be done in the exam room at the correct time and as per the exam/subject prescribed in the annual guidelines of the Ministry of Education and Training for the high school graduation exam.
4. Contingency question papers are used only with the consent of the Head of the National Steering Committee.
Thus, according to the above regulations, when unsealing high school graduation question papers, witnesses are required to include the signatories of the sealing label, and a record must be made, clearly stating the time, reason, and condition of the unsealing.
