According to the General Education Curriculum for the Vietnamese language subject issued with Circular 32/2018/TT-BGDDT, the objectives of the Vietnamese Language curriculum for primary school level in Vietnam are specified as follows:

- Help students shape and develop essential qualities with specific expressions: love nature, family, and homeland; awareness of origins; love for beauty and goodness and having healthy emotions; enthusiasm for learning and working; honesty and uprightness in study and life; have a sense of responsibility for themselves, family, society, and the surrounding environment.

- Help students initially form general abilities, developing language skills in all reading, writing, speaking, and listening skills at a basic level: read correctly and fluently; understand the content and main information of the text; relate and compare outside the text; write correctly in spelling and grammar; write some sentences, paragraphs, short essays (mainly narrative and descriptive essays); speak clearly; understand what is being said.

- Develop literary capacity with the requirement to distinguish poetry and stories, know how to read poetry and stories; recognize the beauty of artistic words; have imagination, understand and be affected by the beauty and goodness of people and the world around expressed in literary texts.

What are language proficiency requirements at the primary school level in Vietnam?

According to the General Education Curriculum for the Vietnamese language subject issued with Circular 32/2018/TT-BGDDT, language proficiency requirements are as follows:

- Read accurately, fluently, and expressively; understand the main content of the text, primarily explicit content; begin to understand implicit content such as themes and lessons learned from the text read.

- At the primary level, reading requirements include technical reading and reading comprehension skills. For students in the early grades (Grade 1, Grade 2), focus on both the requirement to read correctly at an appropriate speed and understand simple content of texts. For students in Grades 3, 4, and 5, focus more on understanding specific content, themes, and learning lessons from texts.

- From Grade 1 to Grade 3, write correctly in spelling, vocabulary, grammar; write some sentences, short paragraphs; in Grades 4 and 5, begin writing complete short essays, mainly narrative, descriptive, and simple introductions.

- Write texts that recount stories read, events witnessed or participated in, or stories imagined by students; describe familiar objects and phenomena; introduce objects and activities closely related to students' lives. Write paragraphs that express emotions and thoughts when reading a story or poem or when witnessing an event that evokes many emotions; express opinions on a simple issue in study and life; write several types of texts such as autobiographies, messages, invitations, schedules, applications, ...; initially know how to write according to a process; essays should include three parts (introduction, body, conclusion).

- Present ideas and emotions clearly; initially know how to use appropriate gestures and expressions when speaking; recount clearly the story read or heard; know how to share and exchange feelings, attitudes, thoughts on discussed issues; know how to explain a subject or simple process.

- Listen to understand with an appropriate attitude and grasp the basic content; recognize the speaker's emotions; know how to respond to what has been heard.
