Article 19 of Circular 22/2021/TT-BGDDT stipulates the responsibilities of subject teachers in evaluating upper secondary school students as follows:
- Conduct regular evaluations; participate in periodic evaluations as assigned by the Principal; directly record or input grades, and evaluation levels into the Student Monitoring and Evaluation Book (by class), and the Student Monitoring and Evaluation Book (of the teacher).
- Calculate the average score for subjects (for subjects that combine both commentary and scoring); summarize the evaluation levels (for subjects evaluated by commentary) for each semester and the entire academic year; directly record or input grades, and evaluation levels into the Student Monitoring and Evaluation Book (by class), the Student Monitoring and Evaluation Book (of the teacher), and the Student Report Card.
- Provide commentary information on students’ training results to the homeroom teacher.

According to Clause 1, Article 8 of Circular 22/2021/TT-BGDDT:
Evaluation of student training results
- Basis and organization for evaluating student training results:
a) Evaluation of student training results is based on the required achievements for essential qualities and common competencies according to the appropriate levels specified for subjects and grades in the Overall Program and the required achievements for specialized competencies specified in the Subject Program in the General Education Program.
b) Subject teachers, based on the provisions in point a of this clause, provide comments, evaluate training results, progress, significant strengths, and primary limitations of students during the training and learning of the subject.
c) Homeroom teachers, based on the provisions in point a of this clause, monitor the training and learning process of students; refer to comments and evaluations from subject teachers, feedback from parents, and relevant agencies, organizations, and individuals during the education process; guide students to self-assess; based on this, provide comments and evaluations of student training results according to the levels stipulated in clause 2 of this Article.

Thus, subject teachers evaluate the training results of upper secondary school students based on the required achievements for essential qualities and common competencies, the appropriate levels specified for subjects and grades in the Overall Program, and the required achievements for specialized competencies specified in the Subject Program in the General Education Program.
Additionally, guidelines for using the Student Monitoring and Evaluation Book for upper secondary school students, issued together with Circular 22/2021/TT-BGDDT, state as follows:
Subject teachers need to directly record into the Student Monitoring and Evaluation Book (by class) all necessary information of the subjects for which they are responsible, matching the information in the Student Monitoring and Evaluation Book (of the teacher), sign and clearly state their full names at the end of the student list for each subject.
In cases where multiple teachers jointly teach a subject, the subject teachers sign and clearly state their full names at the end of the student list for each subject.
Who shall confirm changes of the evaluation level of a student's training results?
Article 20 of Circular 22/2021/TT-BGDDT stipulates as follows:
Responsibilities of the homeroom teacher
- Assist the Principal in managing the evaluation of students in the class according to the provisions of this Circular.
2. Confirm changes in scores, and evaluation levels by subject teachers; summarize the training and learning results of students for each semester and the entire academic year in the Student Monitoring and Evaluation Book (by class), and the Student Report Card.
Evaluate the training results for each semester and the entire academic year of students; prepare a list of students promoted to the next grade, re-evaluation of subjects, training during the summer break, not promoted, and awarded.
Record or input evaluation results for each student into the Student Monitoring and Evaluation Book (by class), the Student Report Card:
a) Commentary on the training and learning results of students; the evaluation results of the training and learning of students.
b) Results of promotion or non-promotion to the next grade; recognition of completion of the secondary school program, the upper secondary school program, or non-recognition of completion of the secondary school program, the upper secondary school program; awards.
