According to Clause 1, Article 8 of Circular 17/2021/TT-BGDDT, the structure and content of higher education training programs must meet the following requirements:

- Clearly demonstrate the role of each component, module, logical connection, and mutual support between components and modules to ensure the overall objectives and requirements of the education program;

- Clearly reflect the general characteristics and professional, vocational requirements in the field, group of fields at the training level, enabling the implementation of articulation between fields and training levels, while also showing the specific characteristics and requirements of the training field;

- Clearly specify the essential, mandatory components for all learners while providing supplementary, elective components for learners to choose from according to their career orientation;

- Guide learners while ensuring flexibility, allowing them to build personal study plans according to a pace and sequence suitable to their capabilities and conditions.

What are structural and content requirements of Master’s and Doctoral Programs in Vietnam?

According to Clauses 4 and 5, Article 8 of Circular 17/2021/TT-BGDDT, the structure and content of master's and doctoral programs must meet the following requirements:

- Requirements for Master’s Degree Programs:

+ Research-oriented: the volume of scientific research from 24 to 30 credits, including 12 to 15 credits for the thesis, and 12 to 15 credits for other projects, research topics, or specialized projects;

+ Application-oriented: internship from 6 to 9 credits; graduation module from 6 to 9 credits in the form of projects or specialized projects.

- Requirements for Doctoral Degree Programs:

+ A minimum of 80% scientific research and doctoral dissertation;

+ A maximum of 16 credits for mandatory or elective modules for master's level entry;

+ A minimum of 30 credits for mandatory or elective modules for bachelor's level entry.

What are faculty and support staff requirements for higher education training programs in Vietnam?

Based on Article 10 of Circular 17/2021/TT-BGDDT, the faculty and support staff for higher education training programs are specified as follows:

- The program standards must specify the minimum requirements regarding the number, structure, qualifications, capabilities, and experience of the faculty and support staff to organize teaching and support learners to achieve the program’s output standards.

- Requirements for the faculty teaching undergraduate programs and specialized training programs at level 7:

+ Faculty with a master's level or higher, teaching assistants with a bachelor's level or higher;

+ At least one full-time doctor in a relevant field to preside over the development and organization of the training program;

+ At least 5 full-time doctors in relevant specialties to preside over teaching the program, with each component having appropriate specialists presiding over the teaching;

+ Sufficient faculty to ensure the student-to-faculty ratio does not exceed the prescribed limit for each field, group of fields, or training program.

- Requirements for the faculty teaching master's programs:

+ Faculty with doctoral degrees;

+ At least 5 full-time doctors in relevant fields, including one professor or associate professor, to preside over the development and organization of the education program;

+ Full-time faculty with appropriate specialties to preside over teaching each subject or component of the program;

+ Enough mentors to ensure a maximum ratio of 5 students per mentor.

- Requirements for faculty teaching doctoral programs:

+ Faculty with the title of professor or associate professor; or with a doctoral degree and strong research capabilities;

+ At least one professor (or two associate professors) in a relevant field and three full-time doctors in relevant fields;

+ Enough mentors to ensure a maximum ratio of 7 doctoral candidates per professor, 5 candidates per associate professor, and 3 candidates per doctor.

- Program standards for fields and group of fields specify faculty requirements not lower than those stated in Clauses 2, 3, and 4 of Article 10 of Circular 17/2021/TT-BGDDT; specific requirements for the student-to-faculty ratio; and requirements for support staff (if needed), compatible with the characteristics of each field or group of fields.
