What are required contributions and achievements in education and training for attaining the title "People's Teacher" in Vietnam?
Based on Article 7 of Decree 35/2024/ND-CP, attaining the title of People's Teacher requires the following contributions and achievements to the cause of education and training:
(1) Having received the title of provincial-level excellent teacher once or the title of Ministry, sector, provincial emulation fighter once;
Received a Certificate of Merit from the Prime Minister of the Government of Vietnam once or the title of national emulation fighter once or an order once.
For educators and management officers at preschools, primary schools, secondary schools, reformatories, continuing education institutions, vocational education centers, and secondary vocational schools, they should have received a Certificate of Merit for merit 2 times according to Ministry, sector, provincial levels;
(2) The standards regarding contributions and achievements to the cause of education and training prescribed at point a of this clause are equivalently converted according to the types of achievements in Appendix 1 attached to Decree 35/2024/ND-CP.

What are the principles and achievement calculation methods for the title "People's Teacher" in Vietnam?
Based on Article 4 of Decree 35/2024/ND-CP, the principles and achievement calculation methods for the title "People's Teacher" in Vietnam are as follows:
(1) The achievements to be considered for the title of "People's Teacher" must be obtained during the time of service in the Education sector.
Achievements already considered and awarded state honorary titles including People's Doctor, Meritorious Doctor, People's Artist, Meritorious Artist, People's Artisan, Meritorious Artisan may not be used to propose the title of "People's Teacher".
(2) The time individuals are sent to study after being recruited into the Education sector shall be counted as time of service in the Education sector but is not counted as direct teaching time.
(3) In the process of considering the title of “People's Teacher,” if an individual changes positions, the evaluation shall be based on the title at the time the individual submits the application for the “People's Teacher” title to the grassroots level Council.
(4) Individuals receiving salaries and undergoing annual evaluations for emulation and commendation at any unit shall propose the title of “People's Teacher” at that unit.
(5) For educators, managers at educational institutions, educational management officers, and educational researchers who hold managerial positions for 36 months or more or 03 academic years or more up to the time of application, the collective achievement standards stipulated at Clause 5 of Article 7 and Clause 5 of Article 8 of Decree 35/2024/ND-CP shall apply.
(6) Emphasis on directly teaching educators and managers at educational institutions, organizing education, teaching disabled persons, and learners in special circumstances, educators, and managers at educational institutions in border regions, maritime areas, islands, and regions with particularly difficult socio-economic conditions as defined by the Government of Vietnam (commonly referred to as particularly difficult socio-economic regions) when considering the title of “People's Teacher.”
Service time for educators and managers at educational institutions in particularly difficult socio-economic regions follows the provisions of Clause 4, Article 64 of the Law on Emulation and Commendation 2022.
(7) Management officers at educational institutions who participate in teaching and nurturing with a minimum prescribed workload shall have their direct teaching and nurturing time calculated and converted as follows:
- Management officers at educational institutions directly teaching and nurturing up to 30% of the prescribed teaching hours according to educators' working policies are calculated with a conversion coefficient of 0.3 compared to directly teaching educators;
- Management officers at educational institutions directly teaching and nurturing from 31% to under 60% of the prescribed teaching hours according to educators' working policies are calculated with a conversion coefficient of 0.6 compared to directly teaching educators;
- Management officers at educational institutions directly teaching and nurturing from 60% to 80% of the prescribed teaching hours according to educators' working policies are calculated with a conversion coefficient of 0.8 compared to directly teaching educators;
- Management officers at educational institutions directly teaching and nurturing from 81% or more of the prescribed teaching hours according to educators' working policies are calculated with a coefficient of 1 and do not need conversion.
(8) The Council for considering the “People's Teacher” title at all levels shall only present cases that fully meet the conditions, standards, procedures, and dossiers prescribed in Decree 35/2024/ND-CP to the competent authorities for approval.
