What are requiments for organizations to achieve the Emulation Flag title from the Ministry of Education and Training of Vietnam?

Based on Article 4 of Circular 29/2023/TT-BGDDT, an organization that achieves the Emulation Flag of the Ministry of Education and Training must meet the following criteria:

(1) Exceeding emulation targets and assigned tasks within the year; being an outstanding exemplary organization within the Ministry, departments, provinces;

(2) Internal unity; the Party organization and unions are clean and strong; actively practicing thrift, preventing wastefulness, corruption, negativity, and other social evils.

Additionally, the title of the Emulation Flag of the Ministry of Education and Training is implemented for a period of 03 years or more when summarizing the movement.

The entities eligible for the Emulation Flag of the Ministry of Education and Training are the leading organizations in the emulation movement of the clusters, blocks organized by the Ministry of Education and Training, including:

- Units under the Ministry, units directly under the Ministry, and units under the national university;

- Subject groups, professional groups, and equivalent organizations of units under the Ministry, units directly under the Ministry, and units under the national university;

- Departments of Education and Training of provinces and centrally-run cities;

- Other units belonging to the clusters, blocks of emulation organized by the Ministry of Education and Training according to regulations.

Who has the authority to propose the Emulation Flag of the Ministry of Education and Training of Vietnam?

Based on Article 12 of Circular 29/2023/TT-BGDDT:

Authority to propose awarding emulation titles, commendation forms

1. The head of a unit without legal status under the Ministry shall present to the Minister of Education and Training for consideration, awarding the title of "Advanced Labor organization", "Advanced Laborer", "Grassroots Emulation Fighter".

2. The head of a unit under the Ministry, a unit directly under the Ministry

a) Present to the Minister of Education and Training for consideration, awarding the title of "Excellent Labor organization", "Emulation Flag of the Ministry of Education and Training", "Ministerial Emulation Fighter", Minister's Certificate of Merit, Commemorative Medal;

b) Present to the Minister of Education and Training for consideration, submit to the competent authority for state-level commendation according to regulations.

3. The director of the national university shall present to the Minister of Education and Training for consideration, awarding the title of "Excellent Labor organization", "Emulation Flag of the Ministry of Education and Training", "Ministerial Emulation Fighter", Minister's Certificate of Merit, Commemorative Medal for organizations and individuals under their management.

4. The director of the department of education and training

a) Present to the Minister of Education and Training for consideration, awarding the Certificate of Merit to organizations and individuals of educational institutions under the management of the department of education and training, the education office (except for merit-based commendations);

b) Present to the Minister of Education and Training for consideration, awarding the Commemorative Medal to individuals of educational institutions under the management of the department of education and training, the education office.

The head of a unit under the Ministry, a unit directly under the Ministry shall present to the Minister of Education and Training for consideration, awarding the Emulation Flag of the Ministry of Education and Training.

The director of the national university shall present to the Minister of Education and Training for consideration, awarding the Emulation Flag of the Ministry of Education and Training for organizations under their management.

Is it possible for organizations which achieved the Emulation Flag of the Ministry of Education and Training to receive the Emulation Flag of national universities in Vietnam?

Based on Article 7 of Circular 29/2023/TT-BGDDT:

Title "Emulation Flag of the national university"

1. The Emulation Flag of the national university shall be awarded annually to the most outstanding organization, leading the emulation movement of the block, emulation cluster organized by the national university and meeting the following standards:

a) Exceeding the program, plan, and tasks assigned in the year; having new factors, new models for other units in the national university to learn. If it is a production, business unit, it must comply with the laws and obligations to the State and national university;

b) Internal unity; actively practicing thrift, preventing wastefulness, corruption, negativity, and other social evils;

c) The Party organization and unions are rated as completing their tasks well or above.

2. The Emulation Flag of the national university shall be awarded to outstanding organizations, leading the emulation movement according to the theme organized by the national university with implementation time from 03 years or more when summarizing the emulation movement; the object and standards for awarding shall be specifically regulated by the national university according to each emulation movement.

3. The quantity of Emulation Flags to be awarded to organizations under the national university shall be regulated by the director of the national university but not exceeding 20% of the total number of leading organizations of the blocks, emulation clusters organized by the national university.

4. The national university shall not award the Emulation Flag of the national university to organizations that have been awarded the Emulation Flag of the Ministry of Education and Training for the same achievement.

Achieving the Emulation Flag of the Ministry of Education and Training will not be awarded the Emulation Flag of the national university for the same achievement obtained.
