What are regulations on working regime of university lecturers in Vietnam?
Pursuant to Article 3 of Circular 20/2020/TT-BGDDT, the working policies of university lecturers are as follows:
- The working time of lecturers in the academic year is 44 weeks (equivalent to 1,760 administrative hours) to carry out teaching duties, scientific research, community service, and other professional tasks, determined according to the academic year, excluding the number of days off as prescribed.
- Standard teaching hours are a unit of time converted from the required labor hours to complete a specific workload of a lecturer's duties, equivalent to one session of theoretical teaching at the undergraduate level directly in class (or online teaching), including necessary labor time before, during, and after the teaching session.
- The teaching time in the training plan is calculated in standard teaching hours, wherein one theoretical teaching session at the undergraduate level directly in class (or online teaching) of 50 minutes is counted as one standard teaching hour and is specifically regulated in Clause 1, Article 6 of Circular 20/2020/TT-BGDDT.
For teaching content of a special nature, teaching sessions at the undergraduate level directly in class (or online teaching) over 50 minutes, the head of the university's educational institution may convert it appropriately.
- The standard teaching hours workload for lecturers in an academic year is regulated from 200 to 350 standard teaching hours (equivalent to 600 to 1,050 administrative hours);
In which, direct teaching standard hours in class (or online teaching) must ensure a minimum of 50% of the stipulated workload. The head of the higher education institution, based on the unit's development goals and strategies, the peculiarity of the subject, field of study, and specific conditions of the unit, decides the appropriate standard teaching hours workload for lecturers in an academic year.
- Special cases
+ Lecturers during their probation or trial period perform at most 50% of the standard teaching hours workload and are also exempt from scientific research tasks to spend time attending classes, assisting in teaching, and participating in internships and fieldwork.
+ Lecturers on leave receiving social insurance allowances, taking leave under current labor law regulations, are exempt from a proportional reduction in standard teaching hours workload corresponding to the leave period.

Pursuant to Article 3 of Circular 40/2020/TT-BGDDT, university lecturers must meet the following professional ethics standards:
- Passionate about the profession, maintaining the teacher's qualities, reputation, and honor; having solidarity, respect, and cooperation with colleagues in life and work;
- Being benevolent, tolerant, and generous, treating students, learners, and research fellows (hereafter collectively referred to as learners) kindly; protecting the legitimate rights and interests of learners, colleagues, and the community.
- Dedicated to work; complying with internal regulations and rules of the public higher education institution and the legal regulations of the industry.
- Fairness in teaching and education, accurately assessing the actual capacity of learners; practicing thrift, opposing the disease of achievement, combating corruption and wastefulness.
- Other professional ethics standards as prescribed by law.
What is the salary rate of public university lecturers in Vietnam?
Article 10 of Circular 40/2020/TT-BGDDT stipulates the following regulations:
Salary Arrangement
- The professional titles of public employee lecturers stipulated in this Circular are applied to the professional salary table for officials and public employees in the State’s public service providers (Table 3) promulgated together with Decree 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials and public employees and armed forces. Specifically:
a) Senior lecturer titles (Rank I) apply the salary coefficient of public employees type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00;
b) Main lecturer titles (Rank II) apply the salary coefficient of public employees type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) Lecturer titles (Rank III), teaching assistants (Rank III) apply the salary coefficient of public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98.
