What are regulations on textbook of Chinese Language in general education institutions for Grade 3 and Grade 4 students in Vietnam?
According to Decision 4119/QD-BGDDT in 2023, the Ministry of Education and Training has approved 44 textbooks for subjects and educational activities for Grade 5 students, Chinese Language textbooks for Grade 3 and Grade 4 students to be used in primary education institutions.

What are procedures for selecting textbooks for Grade 3 students in primary education institutions in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the procedures for selecting textbooks for Grade 3 students in primary education institutions in Vietnam is as follows:
- The council establishes a plan for organizing the selection of textbooks for the institution and assigns tasks to council members.
- Organizing the selection of textbooks within the specialized team
+ Based on the council’s plan and textbook selection criteria, the head of the specialized team develops a plan for organizing the selection of textbooks for each subject structured within the specialized team and reports to the head of the institution before implementation;
+ All subject teachers of the institution (including permanent, contract, seconded, guest, and inter-school teachers) participate in selecting textbooks for the subject;
+ At least 20 days before the first meeting of the specialized team, the head organizes for subject teachers to research the textbooks, write review and evaluation forms on the textbooks according to the textbook selection criteria;
+ The head of the specialized team organizes a meeting with the subject teachers to discuss, vote to select one (1) textbook for each subject.
In case a subject has only one textbook approved by the Minister of Education and Training, the specialized team must select the textbook as per the decision without voting.
Textbooks are chosen if at least one-half of the subject teachers vote for them.
If no textbook receives votes from at least one-half of the subject teachers, the specialized team discusses, re-votes, and the chosen textbook is one that receives the most votes in the second round.
In both rounds, if two (2) textbooks receive the highest and equal number of votes, the head of the specialized team will decide on one among the textbooks with the highest votes.
The meetings of the specialized team are recorded in minutes, noting all opinions and evaluations of textbooks by participating teachers, with the minutes signed by the head of the specialized team and the person assigned to record the minutes;
+ The head of the specialized team compiles results and the list of textbooks chosen by the team, with signatures from the head of the specialized team and the person assigned to compile the list.
- The council meets to discuss and evaluate the organization of textbook selection by specialized teams, accredits the meeting minutes of the specialized teams, reviews teachers' comments and textbook evaluations per Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; compiles the textbook selection results into minutes (including comments and evaluations on the organizing of textbook selection by specialized teams and the list of chosen textbooks by specialized teams), with signatures from the Chairman and Secretary of the Council.
- The council proposes to the head of the institution the list of textbooks chosen by specialized teams in accordance with Circular 27/2023/TT-BGDDT.
- The educational institution compiles a dossier on textbook selection and sends it to the Department of Education and Training (for primary and secondary education levels), and to the Provincial Department of Education and Training (for high school level).

According to Article 18 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT, the regulations on the use of Chinese textbooks in primary schools in Vietnam are as follows:
Primary schools use textbooks approved by the Minister of Education and Training and selected and utilized by the Provincial People's Committee in teaching and learning processes in primary schools within the region; teachers and students use textbooks in teaching and learning activities to achieve educational objectives, content, and competence requirements specified in the primary education program; primary schools must promptly and adequately provide information on textbooks used at the school for students and their families.
