What are regulations on reduction of teaching hours for teachers holding concurrent professional duties in Vietnam?

Pursuant to Article 8 of the Regulation on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), the policies onreduction of teaching hours for teachers holding concurrent professional duties are as follows:

- Homeroom teachers at the primary level will have their teaching load reduced by 3 periods/week, at the lower secondary and upper secondary levels will be reduced by 4 periods/week.

- Homeroom teachers at lower secondary and upper secondary ethnic boarding schools will have their teaching load reduced by 4 periods/week. Homeroom teachers at specialized schools, semi-boarding schools will have their teaching load reduced by 4 periods/week. Homeroom teachers at schools for disabled or handicapped individuals will have their teaching load reduced by 3 periods/week.

- Homeroom teachers at university preparatory schools will have their teaching load reduced by 3 periods/week.

- Teachers concurrently in charge of subject classrooms will have their teaching load reduced by 3 periods/subject/week.

- Teachers concurrently in charge of school-wide music, physical education, school gardens, school workshops, equipment rooms, library (if these tasks do not have specialized staff), will have their teaching load reduced from 2 to 3 periods/week depending on the workload and as decided by the principal.

- Heads of subject departments will have their teaching load reduced by 3 periods/week.

- Deputy heads of subject departments will have their teaching load reduced by 1 period/week.

- Teachers concurrently in charge of functional departments in university preparatory schools will have their teaching load reduced by 3 periods/week.

Teachers concurrently acting as deputy heads of functional departments in university preparatory schools will have their teaching load reduced by 1 period/week.

What are salary coefficients for teachers at different levels in Vietnam?

According to guidance from 04 Circulars of the Ministry of Education and Training, including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and amended by Circular 08/2023/TT-BGDDT, the salary coefficients for teachers at different levels are as follows:

Teachers Salary Coefficient
Preschool Teachers - Preschool teacher grade 3, code V.07.02.26, applied with the salary coefficient of public employee category A0, from the salary coefficient of 2.10 to the salary coefficient of 4.89;

- Preschool teacher grade 2, code V.07.02.25, applied with the salary coefficient of public employee category A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

- Preschool teacher grade 1, code V.07.02.24, applied with the salary coefficient of public employee category A2, group A2.2, from the salary coefficient of 4.0 to the salary coefficient of 6.38.
Primary School Teachers - Primary school teacher grade 3, code V.07.03.29, applied with the salary coefficient of public employee category A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

- Primary school teacher grade 2, code V.07.03.28, applied with the salary coefficient of public employee category A2, group A2.2, from the salary coefficient of 4.00 to the salary coefficient of 6.38;

- Primary school teacher grade 1, code V.07.03.27, applied with the salary coefficient of public employee category A2, group A2.1, from the salary coefficient of 4.40 to the salary coefficient of 6.78.
Lower Secondary School Teachers - Lower secondary school teacher grade 3, code V.07.04.32, applied with the salary coefficient of public employee category A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

- Lower secondary school teacher grade 2, code V.07.04.31, applied with the salary coefficient of public employee category A2, group A2.2, from the salary coefficient of 4.00 to the salary coefficient of 6.38;

- Lower secondary school teacher grade 1, code V.07.04.30, applied with the salary coefficient of public employee category A2, group A2.1, from the salary coefficient of 4.4 to the salary coefficient of 6.78.
Upper Secondary School Teachers - Upper secondary school teacher grade 3, code V.07.05.15, applied with the salary coefficient of public employee category A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

- Upper secondary school teacher grade 2, code V.07.05.14, applied with the salary coefficient of public employee category A2, group A2.2, from the salary coefficient of 4.0 to the salary coefficient of 6.38;

- Upper secondary school teacher grade 1, code V.07.05.13, applied with the salary coefficient of public employee category A2, group A2.1, from the salary coefficient of 4.40 to the salary coefficient of 6.78.

How to calculate teachers' salary based on the salary coefficient in Vietnam?

Pursuant to Decree 204/2004/ND-CP, the salary of officials and public employees is calculated as follows:

Salary = Basic Salary x Salary Coefficient

Pursuant to Article 3 of Decree 73/2024/ND-CP, the regulation of statutory pay rate applicable to teachers is as follows:

Statutory Pay Rate Regulation

  1. The statutory pay rate is used as a basis to:

a) Calculate the salary in salary scales, allowances, and other policies according to legal regulations for the subjects stipulated in Article 2 of this Decree;

b) Calculate the operational fees, and living expenses according to legal regulations;

c) Calculate the deductions and policies based on the statutory pay rate.

  1. From July 01, 2024, the statutory pay rate is VND 2,340,000/month.

When the statutory pay rate is raised to VND 2,340,000/month, the formula to calculate teachers' salary is as follows:

Teachers' Salary = VND 2,340,000 x Salary Coefficient

Unit: VND/Month
