What are regulations on healthcare for university students in Vietnam?

Healthcare for university students is regulated in Article 3 of Circular 33/2021/TT-BYT, which includes the following activities:

- Performing first aid and emergency treatment for learners according to technical guidelines and regulations on examination and treatment when emergency cases arise during study, activities, and practice at educational institutions.

- Organizing health check-ups for learners upon their initial enrollment and periodically at least once a year for each academic year.

Monitoring and checking the health of learners, detecting health risk factors and diseases for prevention, treatment, or referral as regulated by law.

- Implementing sanitation measures to prevent epidemics within educational institutions.

- Advising learners on issues related to diseases, health risk factors, health improvement, proper nutrition, physical, mental, and physical activity development.

- Guiding measures to ensure occupational safety and hygiene, prevent accidents, and injuries during study and practice.

What are regulations on health education communication conducted in universities in Vietnam?

Based on Article 4 of Circular 33/2021/TT-BYT, health education communication in universities includes:

- Content of health education communication encompasses: Measures to prevent accidents and injuries; enhancing physical activities, proper nutrition, healthy lifestyles; school-related diseases; prevention and control of infectious diseases, HIV/AIDS, sexually transmitted infections; non-communicable diseases; prevention of tobacco, alcohol, drug, and other addictive substances harm and other health-related content.

- The forms of health education communication are as follows:

+ Through media such as loudspeakers, billboards, posters, propaganda films;

+ Group communication for learners based on appropriate classification according to each type and scale of training.

+ Personal communication for learners;

+ Communication during events: Organizing health education contests, cultural performances, sports activities, and integrating health education content in other school events;

+ Integrating into lectures and extracurricular programs of the educational institution;

+ Distributing communication products and materials to learners;

+ Organizing other forms of health education communication as per the law.

- Implementing propaganda, dissemination, and education on school health laws within educational institutions according to Articles 23 and 24 of the Law on Dissemination and Education of Laws 2012.

What are the regulations on ensuring hygiene in universities in Vietnam?

According to Article 5 of Circular 33/2021/TT-BYT, the provisions on ensuring school hygiene are as follows:

- Educational institutions must meet general hygiene requirements, functional areas, and classrooms for studying and teaching according to the design standards: TCVN 3981:1985 - University standards.

- Lighting levels in classrooms and functional rooms within the educational institution must comply with the minimum maintained illuminance levels for rooms and work areas as stipulated in Section 1 Part II of the National Technical Regulation QCVN 22:2016/BYT, issued with Circular 22/2016/TT-BYT.

- Laboratories, experimental rooms, and practice workshops must comply with noise regulations as specified in the National Technical Regulation QCVN 24:2016/BYT, issued with Circular 24/2016/TT-BYT.

- Laboratories, experimental rooms, and practice workshops serving the teaching and learning of heavy, hazardous, dangerous, and especially heavy, hazardous, dangerous occupations must take measures to ensure occupational safety and hygiene for learners according to Article 70 of the Law on Occupational Safety and Hygiene 2015.

- Drinking water must meet the quality standards according to the National Technical Regulation QCVN 6-1:2010/BYT, issued with Circular 34/2010/TT-BYT.

- Domestic water from units supplying clean water for domestic purposes or self-extracted must meet standards according to the National Technical Regulation QCVN 01-1:2018/BYT, issued with Circular number 41/2018/TT-BYT.

- Toilets must ensure hygiene standards according to the National Technical Regulation QCVN 01:2011/BYT, issued with Circular 27/2011/TT-BYT.

- Providing trash bins and implementing waste classification, collection, and treatment as regulated in clause 4, Section VII, Part II of the National Technical Regulation QCVN 07:2010/BYT, issued with Circular 46/2010/TT-BYT.

- Dormitory areas and on-campus or semi-residential living spaces for learners must ensure general hygiene conditions, clean water supply and drainage, hygienic toilets, waste collection and treatment, and epidemic prevention.

The hygiene assurance work in schools is strictly regulated by this Circular, and higher education institutions are responsible for serious implementation.
