Based on Article 8 of the Regulation issued with Circular 27/2020/TT-BGDDT, the assessment of students in schools and classes for people with disabilities is carried out as follows:
(1) Students with disabilities learning through inclusive education methods, depending on the type and extent of the disability, are evaluated like non-disabled students, with adjustments to meet the type and extent of the disability or according to the requirements of the individual education plan.
(2) Students with disabilities learning through special education methods are evaluated according to the regulations for special education or the requirements of their individual education plan.
(3) For students studying in classes for people with disabilities: Teachers evaluate students based on regular comments and assessments during lessons in the class for people with disabilities and periodic assessment results in subjects such as Mathematics and Vietnamese Language, which are carried out according to the regulations in Article 7 of the Regulation issued with Circular 27/2020/TT-BGDDT, specifically:
At the end of the first semester and the end of the academic year, for mandatory subjects: Vietnamese Language and Mathematics have periodic examinations;
For grades 4 and 5, there are additional periodic examinations in Vietnamese Language and Mathematics in the middle of the first and second semesters.

What are principles for assessment of primary school students with disabilities in Vietnam?
Based on Article 4 of Inter-ministerial Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, the regulations are as follows:
Assessment of educational outcomes
1. The assessment of the educational outcomes of people with disabilities is conducted based on the principle of encouraging and motivating the effort and progress of the learner.
2. For people with disabilities learning through inclusive education methods, the educational outcomes of subjects or educational activities that meet the requirements of the general educational program are assessed like non-disabled students but with reduced requirements. The subjects or educational activities that people with disabilities cannot meet the general requirements are assessed based on the results of the implementation of the individual education plan; subjects or educational activities that are exempt are not assessed.
3. For people with disabilities learning through special education methods, the educational outcomes of subjects or educational activities that meet the requirements of the special education program are assessed according to the regulations for special education. The subjects or educational activities that people with disabilities cannot meet the special education requirements are assessed based on the results of the implementation of the individual education plan.
Thus, the assessment of the educational outcomes of primary school students with disabilities is carried out based on the principle of encouraging and motivating the effort and progress of the learner.
What is the maximum age for students with disabilities to enroll in grade 1 in Vietnam?
Based on Article 2 of Inter-ministerial Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, the regulations are as follows:
Priority enrollment and admission
1. Priority for enrollment
People with disabilities are allowed to enroll at ages higher than the general regulation by 3 years.
2. Priority for admission
a) For secondary school and high school
People with disabilities are entitled to direct admission to high school like students of ethnic boarding schools and students of very few ethnic minorities according to the regulations in the Admission Regulation for secondary school and high school issued by the Ministry of Education and Training;

Based on Article 33 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT, the regulations on the age of primary school students are as follows:
Age of primary school students
1. The age of students entering grade one is 06 years, calculated by the year. Children with disabilities, physical or mental underdevelopment, children in areas with particularly difficult socio-economic conditions, ethnic minority children, orphaned children without support, children returning from overseas, and children of foreigners studying and working in Vietnam may enter grade one at ages higher than the regulation but not exceeding 03 years. Cases of children entering grade one exceeding the 03-year limit will be decided by the head of the Department of Education and Training.
2. Primary school students studying at ages higher than the regulated age include repeat students, students in areas with particularly difficult socio-economic conditions, ethnic minority students, students with disabilities, physically or mentally underdeveloped students, orphaned students without support, students returning from overseas, and other cases as prescribed by law.
Thus, the maximum age for students with disabilities to enroll in grade 1 is 09 years old.
