Based on Article 3, Article 4, Article 5 of Circular 01/2021/TT-BGDDT (amended by Clause 2, Article 1 of Circular 08/2023/TT-BGDDT), the standards of education and training qualifications are as follows:
Preschool teachers need to meet the following educational qualification standards:

In addition to educational qualification standards, preschool teachers must also meet the professional competency and service standards for each professional title rank.

What are regulations on arrangement of salary of preschool teachers in Vietnam?
Based on Article 8 of Circular 01/2021/TT-BGDDT, the method of arranging preschool teachers' salaries is prescribed as follows:
Salary Arrangement Method
1. Public employees appointed to the professional titles of preschool teachers prescribed in this Circular shall apply the corresponding salary scales issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade 3 Preschool Teacher, code V.07.02.26, applies the salary coefficient of public employees of type A0, from the salary coefficient of 2.10 to the salary coefficient of 4.89;
b) Grade 2 Preschool Teacher, code V.07.02.25, applies the salary coefficient of public employees of type A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;
c) Grade 1 Preschool Teacher, code V.07.02.24, applies the salary coefficient of public employees of type A2, group A2.2, from the salary coefficient of 4.0 to the salary coefficient of 6.38.
2. The salary arrangement upon appointment to a professional title rank shall follow the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, guiding the salary arrangement upon grading promotion, grade transfer, type transfer of officials and public employees, and according to current legal regulations. When implementing new salary policies, the conversion to the new salary scale shall be implemented as prescribed by the Government of Vietnam.
Preschool teachers will have their salaries arranged corresponding to each professional title rank. To be specific:
- Grade 3 Preschool Teacher, code V.07.02.26, applies the salary coefficient of public employees of type A0, from the salary coefficient of 2.10 to the salary coefficient of 4.89;
- Grade 2 Preschool Teacher, code V.07.02.25, applies the salary coefficient of public employees of type A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;
- Grade 1 Preschool Teacher, code V.07.02.24, applies the salary coefficient of public employees of type A2, group A2.2, from the salary coefficient of 4.0 to the salary coefficient of 6.38.
What is the salary of preschool teachers in Vietnam?
Based on Article 3 of Decree 73/2024/ND-CP on the statutory pay rate from July 1, 2024, the statutory pay rate is 2,340,000 VND/month. The salary of preschool teachers as public employees will also increase.
The formula to calculate the salary of preschool teachers based on the statutory pay rate is as follows:
Salary = Base Salary x Salary Coefficient
Therefore, the salary of preschool teachers from July 1, 2024, will be as follows:
Thus, from July 1, 2024, the salary applied to preschool teachers as public employees will range from 4,914,000 VND/month to 14,929,200 VND/month.
Note: The above salary does not include allowances, subsidies, and other bonuses as prescribed.
What is the staffing quota for preschool teachers in public preschool educational institutions in Vietnam?
Based on Article 5 of Circular 19/2023/TT-BGDDT, the staffing quota for preschool teachers in public preschool educational institutions is prescribed as follows:
- Maximum of 2.5 teachers/group of children when: 15 children/group aged from 03 months to 12 months; 20 children/group aged from 13 months to 24 months; 25 children/group aged from 25 months to 36 months;
- Maximum of 2.2 teachers/class when: 25 children/class aged from 3 to 4 years; 30 children/class aged from 4 to 5 years; 35 children/class aged from 5 to 6 years;
- For preschool educational institutions with an insufficient number of children to arrange according to child groups or kindergartens, the staffing quota for preschool teachers shall be calculated based on the average number of children by age group in each child group or kindergarten class as follows: 06 children aged from 3 to 12 months or 08 children aged from 13 to 24 months or 10 children aged from 25 to 36 months, 11 children aged from 3 to 4 years or 14 children aged from 4 to 5 years or 16 children aged from 5 to 6 years, an additional 1.0 teacher shall be arranged.
- For mixed-aged child groups or kindergartens according to the Preschool Charter, the staffing quota for teachers shall be arranged as prescribed.
- For branch schools with only 01 child group or 01 kindergarten class with an insufficient number of children to arrange according to child groups or kindergartens, 2.0 teachers/child group or kindergarten class shall be arranged.
