Based on Article 61 of the Higher Education Law 2012, the acts that university students are prohibited from engaging in are as follows:
(1) Insulting the dignity, honor, or infringing upon the body of lecturers, education management staff, employees, learners of the higher education institution, and others.
(2) Fraud in learning, testing, examinations, and enrollment.
(3) Participating in social evils, causing disturbances to security and order within the higher education institution or in public places, and other illegal acts.
(4) Organizing or participating in activities that violate the law.

What are the conditions for university students to be eligible for dual-degree programs under the credit-based training system in Vietnam?
According to Article 18 of the Higher Education Training Regulations issued with Circular 08/2021/TT-BGDDT:
Simultaneous Enrollment in Two Programs
- For the credit-based training mode, students can register for additional course units from another program or major when the conditions of the training institution permit. However, they will only enjoy official benefits and be considered for graduation from the second program after successfully registering for the second program according to the provisions in Clause 2 of this Article.
- Students can register for the second program at the earliest when they achieve second-year status in the first program. At the time of registration, students must meet one of the following two conditions and other conditions of the training institution:
a) Academic performance calculated by cumulative grade point average (GPA) of good or higher and meeting the quality assurance threshold of the second program in the enrollment year;
b) Academic performance calculated by cumulative GPA of average and meeting the admission conditions of the second program in the enrollment year.
During the time students are simultaneously enrolled in two programs, if the cumulative GPA of the first program falls below average or is subject to academic warning, they must stop studying the second program in the next semester; the student will be removed from the list of registered second program students.
The maximum period allowed for students studying two programs simultaneously is the maximum period prescribed for the first program, as stipulated in Clause 5, Article 2 of these Regulations. When studying the second program, students will be credited for course units with equivalent content and knowledge volume present in the first program.
Students will only be considered for graduation from the second program if they meet the graduation conditions of the first program and have registered at least 2 years before the scheduled graduation date of the second program.
The training institution will only organize the second program training for students when the institution meets the quality assurance requirements for enrollment, training capacity, and has detailed regulations on the procedures, registration conditions, and issuance of second program diplomas.
For the credit-based training mode, university students will be allowed to register for a double major when the training institution permits.
However, they will only enjoy official benefits and be considered for graduation from the second program after successfully registering for the second program according to the provisions in Clause 2, Article 18 of the Higher Education Training Regulations issued with Circular 08/2021/TT-BGDDT.
At the time of registration, students must meet one of the following two conditions and other conditions of the training institution:
- Academic performance calculated by cumulative GPA of good or higher and meeting the quality assurance threshold of the second program in the enrollment year;
- Academic performance calculated by cumulative GPA of average and meeting the admission conditions of the second program in the enrollment year.
What are circumstances in which university students in Vietnam may temporarily withdraw and retain their academic results?
According to Clause 1, Article 15 of the Higher Education Training Regulations issued with Circular 08/2021/TT-BGDDT, university students may apply for temporary withdrawal and retain their academic results in the following cases:
- Being enlisted into the armed forces;
- Being mobilized by competent authorities to represent the nation in international competitions and tournaments;
- Illness, maternity, or accidents requiring prolonged treatment, certified by an authorized medical institution as stipulated by the Ministry of Health;
- Due to other personal reasons but have completed at least one semester at the training institution and are not subject to compulsory withdrawal or disciplinary action consideration.
