What are procedures for creating national excellent student selection exam questions in Vietnam?

Based on Article 18 of the Regulations on National Excellent Student Selection Exams issued together with Circular 17/2023/TT-BGDĐT, the procedures for creating exam questions is stipulated as follows:

Procedures for Creating Exam Questions

1. Drafting Exam Questions:

a) The Head of the Exam Question Creation Team cooperates with the Secretarial Team to remove all information related to the exam question drafter. The exam question creation team reviews and categorizes the proposed exam questions (referred to as proposed exam questions) according to the exam question structure. The exam question creation team organizes an evaluation of each proposed exam question, selects those that meet the requirements to be used as references for drafting the exam questions, and reports in writing to the Board leadership. If there are two or more proposed questions selected in the same structural unit of the exam question, the selection is done by drawing lots. The drafting of the exam questions ensures the principle of modifying the proposed exam questions and not using more than one question from any single drafter. For foreign language subjects specifically, the reference and selection of proposed exam questions from a single drafter must not exceed 20% of the total exam score.

2. Reviewing Exam Questions:

a) The exam question reviewer is responsible for reading and evaluating the drafted exam questions according to the requirements stipulated in Article 15 of these Regulations and proposing corrections if necessary;

b) The evaluation opinions of the exam question reviewers regarding the drafted exam questions serve as a basis for the Chairman of the Exam Question Board to approve the exam questions.

3. Finalizing Exam Questions: Based on the opinions of the exam question reviewers, all members of the Exam Question Creation Team jointly refine and finalize the exam questions, sign, and submit to the Chairman of the Exam Question Board for approval.

4. Supervising the Exam: The exam question creation team for each subject must be on duty throughout the duration of the exam for their subject to handle any issues related to the exam questions (if any).

5. The organization of drafting practical exam questions for Physics, Chemistry, and Biology is carried out according to the Practical Exam Question Drafting Guidelines.

Thus, the procedures for creating national excellent student selection exam questions is basically carried out according to the following steps:

What are methods to handle the case of leaked national excellent student selection exam questions in Vietnam?

Based on Article 10 of the Regulations on National Excellent Student Selection Exams issued together with Circular 17/2023/TT-BGDĐT, the case of leaked national excellent student selection exam questions is handled as follows:

- The Examination Steering Committee is fully responsible for handling the situation of the leaked exam questions. Upon official conclusion of the exam question leak, the Examination Steering Committee decides to suspend the exam of the compromised subject and organizes a re-test with backup exam questions at an appropriate time according to the Decision of the Minister of Education and Training.

- The Ministry of Education and Training is responsible for cooperating with relevant sectors to inspect, verify, and conclude the cause of the exam question leak; handle the person responsible for the leak and those involved according to legal regulations.

What devices are prohibited in the area for creating national excellent student selection exam questions in Vietnam?

Based on Article 16 of the Regulations on National Excellent Student Selection Exams issued together with Circular 17/2023/TT-BGDĐT, the area for creating exam questions and security requirements are stipulated as follows:

2. In the area for creating exam questions, it is prohibited to use mobile phones or any information transmitting, recording, or video recording devices, except for one landline phone with recording and speakerphone functions that has been checked by the police force. In necessary cases and with written permission from the Chairman of the Exam Question Board, communication via landline phone with the speakerphone feature and recording is allowed under police supervision and logging. In special cases, with permission from the Chairman of the Exam Question Board, members are allowed to leave the exam question creation area under 24-hour police supervision (until they return to the Exam Question Board or until the end of the last exam session).

Thus, in the area for creating national excellent student selection exam questions, the following devices are prohibited:

- Mobile phones;

- Any information transmitting, recording, or video recording devices; except for one landline phone with recording and speakerphone functions that has been checked by the police force.
