According to Article 4 of Circular 16/2018/TT-BGDDT, the regulations are as follows:
Forms of Sponsorship
- Monetary sponsorships: Sponsors will transfer an amount of money in Vietnamese Dong or foreign currency, diamonds, precious stones, precious metals directly to the educational institution or through the institution's account at the State Treasury or Commercial Bank.
- In-kind sponsorships: Sponsors provide educational institutions with items such as books, notebooks, clothes, food, supplies, materials, equipment, teaching tools, construction works, and other usable items that meet the practical needs of learners and educational institutions.
For construction project sponsorships, the appraisal, approval of technical designs and total estimates, issuance of construction permits, quality management of construction works, acceptance, handover, warranty, and insurance of construction works are carried out in accordance with the current laws on construction investment.
- Non-material sponsorships: Sponsors transfer or grant free usage rights for intellectual property rights and ownership of intellectual property assets; land use rights; contributions in the form of labor; providing free services for training, field trips, surveys, seminars, and expert consultations for educational institutions.
Thus, educational institutions can receive assets in the form of money, in-kind, and non-material sponsorships. Specifically, as follows:
- For monetary sponsorships, including: Vietnamese Dong or foreign currency, diamonds, precious stones, precious metals.
- For in-kind sponsorships, including: books, notebooks, clothes, food, supplies, materials, equipment, teaching tools, construction works, and other usable items that meet the practical needs of learners and educational institutions.
- For non-material sponsorships, including: granting free usage rights for intellectual property rights and ownership of intellectual property assets; land use rights; labor contributions; providing free training, field trips, surveys, seminars, and expert consultation services.

What are principles for use and management of sponsorships for educational institutions in Vietnam?
According to Article 7 of Circular 16/2018/TT-BGDDT, it is stipulated that upon receiving sponsorships, educational institutions must develop a plan for using the sponsorships, clearly identifying the purpose, beneficiaries, implementation methods, implementation progress; quality of activities, quality of products, construction works along with detailed cost estimates according to current standards and regulations.
The sponsorship utilization plan must be publicized and posted openly at least 15 working days before implementation to collect opinions from staff, teachers, employees, students, parents, guardians (if any), and sponsors.
Furthermore, educational institutions must ensure the following principles in managing and using sponsorships:
- The process of implementing the sponsorship utilization plan must adhere to the set purpose, ensure the timeline, product quality, standards, and regulations, comply with current regulations on construction investment procedures and procurement bidding. Educational institutions must prepare a final report of completed tasks and publicly post it for learners and the public to monitor and evaluate.
- The products or construction works formed from the sponsorships must be used for their intended purpose and must have regular maintenance and upkeep funding to ensure effective usage, preventing loss and waste.
- The value of the sponsorships must be tracked and recorded in the educational institution’s accounting books as per regulations.
What members are in the sponsorship receiving panel of educational institutions in Vietnam?
According to Clause 1, Article 6 of Circular 16/2018/TT-BGDDT, the regulations are as follows:
Receiving Sponsorships
- Establishment of the sponsorship receiving panel
a) Educational institutions are responsible for establishing a sponsorship receiving panel. The sponsorship receiving panel includes the following main components: head of the educational institution; chief accountant; representative of the parents' committee or representative of the Ho Chi Minh Communist Youth Union, Student Union; representative of the local community where the educational institution is headquartered (if any);
b) The head of the educational institution is the team leader of the sponsorship receiving panel;
c) The sponsorship receiving panel is responsible for disseminating and widely informing the purpose, significance, principles of the sponsorship activity; providing information on the time, address, name, and sponsorship receiving account number of the educational institution; accepting and handing over in-kind or non-material sponsorships for utilization;
d) The sponsorship receiving panel shall dissolve itself after completing its tasks.
