- Phrase identifying the type of educational institution: Pedagogical College;

- The phrase "central" if the college is under central ministries and central authorities;

- Phrase identifying the proper name: local names, names of cultural or historical figures, names of individuals, organizations (if any) and other proper names. The phrase identifying the locality must be associated with the place where the main headquarters of the school is situated.

- The naming of the school must not duplicate or cause confusion with the names of schools established previously, ensuring linguistic clarity and avoiding words or symbols that violate the historical, cultural, ethical, and traditional customs of the nation;

- The Vietnamese name of the pedagogical college must not cause confusion about the level, ranking of the school, nor lead to misunderstandings about the institution and activities of the school.

Based on Article 2 of the Charter of Pedagogical Colleges issued with Circular 23/2022/TT-BGDDT, the purposes and missions of pedagogical colleges are defined as follows:

Purposes and Missions of Pedagogical Colleges

1. Pedagogical colleges are established by the State to train and foster a team of college teachers and quality educational management personnel, contributing to meeting local and national educational development needs; providing vocational education training in accordance with the law to meet the learning needs of citizens and manpower requirements, thereby contributing to the socio-economic development of the locality and the nation.

2. The objectives and mission of pedagogical colleges are concretized in the developmental plans and strategies of the pedagogical colleges to ensure alignment with the socio-economic development strategies of the locality and the educational development strategies of Vietnam.

Pedagogical colleges were established for the following purposes:

- To train and foster a team of college-level teachers and education management personnel with quality and efficiency, contributing to meeting the educational development needs of the locality and the nation;

- To provide vocational education training in accordance with the law to meet the learning needs of citizens and manpower requirements, contributing to the socio-economic development of the locality and the nation.

What are regulations on the management of pedagogical colleges in Vietnam?

Based on Article 4 of the Charter of Pedagogical Colleges issued with Circular 23/2022/TT-BGDDT, the management is regulated as follows:

- Pedagogical colleges comprise: central pedagogical colleges and local pedagogical colleges, in which:

+ Central pedagogical colleges report directly to the Ministry of Education and Training; they are subject to direct management by the Ministry of Education and Training and territorial management by the provincial People's Committee where the school is headquartered or has branches;

+ Local pedagogical colleges report to the provincial or municipal People's Committees directly under central authorities (hereafter referred to as provincial People's Committees); they are subject to direct management by the provincial People's Committee.

- Pedagogical colleges are established by the decision of the Minister of Education and Training; they are subject to state management on education by the Ministry of Education and Training for educator training majors; they fall under the state management of vocational education by the Ministry of Labor, Invalids and Social Affairs when engaging in training sectors and professions within the state management scope of the Ministry of Labor, Invalids and Social Affairs.

- Provincial People's Committees have the responsibility to cooperate with the Ministry of Education and Training to implement state management according to their functions, duties, and assignments from the Government of Vietnam concerning pedagogical colleges as stipulated in this Charter and other relevant legal provisions.
