What are policies on current universal education and illiteracy eradication in Vietnam?
Based on Article 2 of Decree 20/2014/ND-CP on universal education and literacy eradication, the current policies on universal education, and literacy eradication are defined as follows:
- The State prioritizes investments and creates favorable conditions for educational institutions within the national education system to carry out the task of universal education and literacy eradication; encourages and facilitates international organizations, foreigners, and overseas Vietnamese to participate in implementing universal education and literacy eradication in Vietnam in accordance with the law.
- The State implements policies to support individuals eligible for tuition fee exemptions or reductions and supports educational costs when participating in universal education and literacy eradication programs as regulated.
- Individuals participating in organizing, managing, teaching, and other activities to implement universal education and literacy eradication shall receive remuneration as prescribed by the State.
What are the responsibilities of the Ministry of Education and Training of Vietnam in universal education and literacy eradication?
Based on Article 32 of Decree 20/2014/ND-CP on universal education and literacy eradication, the Ministry of Education and Training has seven responsibilities, including:
- Developing and submitting to the competent authority for promulgation or promulgate within its competence policies and laws on the implementation of universal education and literacy eradication.
- Guiding localities to develop school network planning to serve the needs of universal education and literacy eradication.
- Issuing and guiding the implementation of curricula and teaching materials for universal education and literacy eradication.
- Guiding localities to implement regulations on professional skills, training, and retraining for participants in teaching universal education and literacy eradication.
- Leading and coordinating with the Ministry of Finance in formulating policies related to universal education and literacy eradication.
- Organizing inspection and accreditation of the implementation of universal education and literacy eradication, and verifying and acknowledging provinces that meet universal education and literacy eradication standards.
- Annually summarizing the results of universal education and literacy eradication to report to the Prime Minister of the Government of Vietnam.

What are regulations on reporting on universal education and literacy eradication in Vietnam?
Based on Article 8 of Circular 19/2020/TT-BGDDT, reporting on universal education and literacy eradication is conducted as follows:
(1) Reporting content requirements: The situation and results of universal education and literacy eradication; the orientation for implementing the universal education and literacy eradication task in the following year.
(2) Entities responsible for reporting, receiving agencies, and reporting procedures:
- Entities responsible for reporting, receiving agencies: People's Committees at the commune, district, and provincial levels, Ministry of Education and Training.
- Reporting procedure:
The provincial People's Committee shall take charge of organizing the collection and consolidation of universal education and literacy eradication data within the province through the Universal Education Management Information System, specifically:
+ The commune level enters the collected data from information survey forms into the Universal Education Management Information System and reports complete commune data to the district level through the system;
+ The district level consolidates, checks commune-entered data in the Universal Education Management Information System, and reports complete district data to the provincial level through the system;
+ The provincial level consolidates, checks district-reported data in the Universal Education Management Information System, completes the full data on the universal education and literacy eradication of the province, and reports to the Ministry of Education and Training through the system.
The procedure and methods for data entry at the commune level, use of the system at the district and provincial levels are implemented following the User Guide Document provided on the Universal Education Management Information System.
(3) Reporting period: Annual.
(4) The method of sending and receiving reports: Implemented according to the regulations in Article 6 of Circular 19/2020/TT-BGDDT.
(5) Reporting data cut-off time: From October 1 of the year before the reporting period to September 30 of the reporting year.
(6) Reporting deadline:
- In case of paper reports:
+ The commune-level People's Committee sends reports to the district-level People's Committee before October 3 annually.
+ The district-level People's Committee sends reports to the provincial-level People's Committee before October 5 annually.
+ The provincial-level People's Committee sends reports to the Ministry of Education and Training before October 10 annually.
- In case of reports through the Ministry of Education and Training's Reporting Information System:
+ The commune-level People's Committee completes data entry into the Universal Education Management Information System before October 3 annually.
+ The district-level People's Committee completes data entry into the Universal Education Management Information System before October 5 annually.
+ The provincial-level People's Committee completes data entry into the Universal Education Management Information System before October 10 annually.
