What are measures for supporting students who are at risk of school violence in Vietnam?
School violence is explained in Article 2 of Decree 80/2017/ND-CP. To be specific:
Definitions
In this Decree, the following terms are understood as follows:
1. Educational environment includes all physical and mental conditions that affect the educational, learning, training, and development activities of students.
2. A safe educational environment is an educational environment where students are protected and not harmed physically or mentally.
3. A healthy educational environment is an educational environment free of social evils and violence; where students, managerial staff, teachers, and employees lead a healthy lifestyle and behave culturally.
4. A friendly educational environment is an educational environment where students are respected, treated fairly, equally, and compassionately; where democracy is promoted, and conditions are created for the development of qualities and abilities.
5. School violence includes acts of torment, abuse, assault; inflicting physical harm, injury; insulting, humiliating dignity, honor; isolating, expelling and other intentional acts causing physical and mental harm to students occurring in educational institutions or independent classes.
Simultaneously, Clause 2 of Article 6 in Decree 80/2017/ND-CP stipulates as follows:

2. Measures to support students at risk of school violence:
a) Promptly identify students who display aggressive behaviors, are at risk of causing school violence, and students at risk of school violence;
b) Assess the level of risk, forms of potential violence to take specific preventive and supportive measures;
c) Conduct consultations, and counseling for students at risk of violence and causing violence to prevent and eliminate the risk of violence.
Thus, according to the regulations, the measures to support students at risk of school violence are as follows:
{1} Promptly identify students who display aggressive behaviors, are at risk of causing school violence, and students at risk of school violence;
{2} Assess the level of risk, forms of potential violence to take specific preventive and supportive measures;
{3} Conduct consultations and counseling for students at risk of violence and causing violence to prevent and eliminate the risk of violence.
Vietnam: Is immediate medical care required for the abused student?
In the event of school violence, intervention will be carried out according to the measures stated in Clause 3 of Article 6 in Decree 80/2017/ND-CP. To be specific:
- Conduct a preliminary assessment of the student's damage level, and provide an assessment of the student's current status;
- Immediately implement assistance measures, medical care, and counseling for the student who has experienced violence; monitor and assess the safety of the victim;
- Promptly notify the student's family to coordinate the resolution; in case the incident exceeds the educational institution's capacity to handle it, promptly notify the police, commune-level People's Committee, and related agencies for coordinated handling according to laws.
Thus, when school violence occurs, the first measure the educational institution needs to take is immediate medical care for the student.

Does the Ministry of Education and Training of Vietnam have the responsibility for inspecting the implementation of school violence prevention?
Based on Article 7 of Decree 80/2017/ND-CP, the Ministry of Education and Training of Vietnam has four responsibilities in the prevention of school violence:
[1] Preside over and cooperate with ministries, central authorities, local authorities, socio-political organizations, and related organizations and individuals to ensure a safe and healthy educational environment...
[2] Guide the integration and inclusion of content and knowledge on ensuring a safe, healthy, and friendly educational environment and the prevention of school violence into the school's educational plan.
[3] Guide school counseling and school social work.
[4] Organize inspection and monitoring of educational institutions and independent classes under its management to ensure the implementation of regulations on a safe, healthy, and friendly educational environment and the prevention of school violence.
Thus, the Ministry of Education and Training of Vietnam has the responsibility to organize inspections and monitoring to prevent school violence.
