Pursuant to Article 4 of Circular 19/2023/TT-BGDDT, the limits on number of leadership and management positions in public preschools is as follows:
- Principal: Each public preschool education institution assigns 01 principal.
- Vice Principal: The number of vice principals is carried out according to the regulations on the number of deputies in Decree 120/2020/ND-CP.

According to Section 1, Article 3 of Circular 19/2023/TT-BGDDT:
List of Job Positions, Guidelines for Job Descriptions in public preschools
1. The list of leadership, management, and specialized job positions in public preschools is stipulated in Annex I issued with this Circular.
2. The list of general and support job positions in public preschools is stipulated in Annex II issued with this Circular.
3. Guidelines for job descriptions:
a) The description of leadership, management, and specialized job positions in public preschools is guided in Annex III issued with this Circular;
b) The description of general and support job positions in public preschools is guided in Circular 12/2022/TT-BNV dated December 30, 2022, from the Minister of Home Affairs, providing guidance on leadership, management job positions; general specialized skills; support tasks in administrative bodies and job positions; general specialized skills; support tasks in public service units (hereinafter abbreviated as Circular 12/2022/TT-BNV).
4. Based on the guidelines for job descriptions of leadership, management positions, specialized job titles, and general specialized positions and support tasks stipulated in Section 3 of this Article, public preschools will create specific and appropriate job descriptions for each position in their unit and submit them for approval to the competent authority as per regulations.
Thus, the list of leadership, management, and specialized job titles in public preschools is specified in Annex I issued with Circular 19/2023/TT-BGDDT in the table below:
As such, according to the table above, specialized job titles in public preschools are divided into 2 positions:
[1] Leadership, management positions: Principal and Vice Principal.
[2] Specialized job titles: Preschool Teacher Grade 1; Preschool Teacher Grade 2; Preschool Teacher Grade 3; and Special Education Support for Disabled Children.
3 principles for determining job positions and limits on number in public preschools in Vietnam
According to Article 2 of Circular 19/2023/TT-BGDDT, the 3 principles for determining job positions and limits on number in public preschools are as follows:
Principle 1. The determination of job positions and limits on number in public preschools is carried out in accordance with the regulations in Article 3 of Decree 106/2020/ND-CP.
Principle 2. Job positions and limits on number in public preschools must ensure:
- A sufficient number of workers as per the norms stipulated in this Circular to perform the tasks of nurturing, caring, and educating children according to the Preschool Education Program issued by the Ministry of Education and Training and to carry out general specialized tasks, support tasks of public preschools;
- Job positions that do not have enough workload to perform the tasks as per the stipulated working hours of one worker should be assigned as concurrent tasks.
The unstaffed job positions will be contracted or concurrently assigned.
People assigned with concurrent tasks must be trained and fostered to meet the specialized skills and competencies of the concurrent job position.
Principle 3. The number of teachers in public preschools includes teachers recruited as public employees and teachers contracted in labor.
Public preschools that have assigned fewer public employee teachers than the maximum norm stipulated in Circular 19/2023/TT-BGDDT (due to insufficient allocated staff or unfilled positions) should base on the maximum norm stipulated in Circular 19/2023/TT-BGDDT to determine the number of teachers contracting labor agreements as per the regulations in Decree 111/2022/ND-CP.
