Based on Article 27 of the Charter of lower secondary schools, upper secondary schools, and schools with multiple education levels, issued with Circular 32/2020/TT-BGDDT, the duties of teachers are as follows:
- Perform tasks of organizing teaching, educational activities according to the school's educational plan and the professional group's educational plan; manage students in school-organized educational activities; participate in professional activities; be responsible for the quality and effectiveness of education.
- Cultivate ethics, uphold a sense of responsibility, maintain the qualities, honor, and reputation of educators; set a good example for students; love, treat fairly, and respect students' personalities; protect students’ legitimate rights and interests; unite and assist colleagues.
- Study and train to improve health, political, professional qualifications, renew teaching methods and education.
- Participate in training and professional development.
- Participate in lower secondary school education popularization activities in the locality.
- Fulfill civic duties, legal and sectoral education regulations, decisions of the principal; fulfill tasks assigned by the principal, subject to inspection and evaluation by the principal and educational management levels.
- Coordinate with the Ho Chi Minh Young Pioneers, the Ho Chi Minh Communist Youth Union, the Vietnam Youth Union, families of students, and related social organizations to organize educational activities.
- Perform other duties as prescribed by law.
Thus, aligning with the above regulations, the duty of secondary school teachers is to be responsible for the quality and effectiveness of education.

Rights of Students
1. Be equal in enjoying comprehensive education, be ensured conditions regarding time, facilities, hygiene, safety for class study and self-study at home, be provided with information on their study and training, and be allowed to use equipment and facilities for school-organized academic, cultural, and sports activities as required.
2. Be respected and protected, treated equally and democratically, have the right to complain to the school and educational management about decisions made regarding oneself; have the right to transfer schools for legitimate reasons according to current regulations; have the right to study ahead, skip classes, study at age older than the prescribed age according to Article 33 of this Charter.
3. Participate in activities aimed at developing talents in academic, sports, and artistic fields organized by the school if eligible.
4. Receive scholarships or other allowances according to regulations for students entitled to social policies, those facing living difficulties, and those with special abilities.
5. Transfer schools if eligible according to regulations; school transfer procedures are conducted according to the Ministry of Education and Training's regulations.
6. Enjoy other rights as prescribed by law.
