What are the principles of compiling grade 8 textbooks in Vietnam?
Based on Article 3 of the Regulation on standards, compilation, and revision process of textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Evaluation Council for textbooks issued in conjunction with Circular 33/2017/TT-BGDDT, the principles for compiling grade 8 textbooks are as follows:
- Conformity with the viewpoints and guidelines of the Communist Party of Vietnam; compliance with the Constitution and laws of Vietnam.
- Specifically: structuring the goals, content, methods, and evaluation of educational outcomes of the general education program; ensuring continuity between grades, subjects, and educational activities.
- Aligned with Vietnam's specific conditions and in sync with advanced global educational trends, ensuring the best interests of learners.
Moreover, the process of compiling and trialing grade 8 textbooks will follow the basis of Article 9 of the Regulation on standards, compilation, and revision process of textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Evaluation Council for textbooks issued in conjunction with Circular 33/2017/TT-BGDDT (amended by Clause 2, Article 1 Circular 05/2022/TT-BGDDT) detailing the process:
(1). Compilation Process for grade 8 Textbooks
Step 1: Organizations and individuals compiling textbooks select authors meeting the set standards; authors study the general education program issued by the Minister of Education and Training to develop an overall and detailed outline, and a compilation plan; assign tasks for the chief editor, editor (if applicable), ensuring appropriate work volume and timeline to guarantee the quality and timely completion of the textbook draft;
Step 2: Organizations and individuals compile, edit, design, illustrate, and complete at least one lesson, conduct trial teachings, collect feedback after the trial to perfect the lesson with the consensus of all authors before compiling other lessons;
Organize the compilation, editing, design, illustration, trial teaching, and feedback from teachers, educational managers, scientists, and education experts about the draft textbook according to the content specified in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT; complete the textbook draft and send it to the Ministry of Education and Training for evaluation;
Step 3: The Ministry of Education and Training organizes the evaluation of the textbook draft as per Chapter 4 of Circular 33/2017/TT-BGDDT;
Step 4: Organizations and individuals compile textbooks to perfect the textbook draft post-evaluation;
Step 5: The Minister of Education and Training approves and authorizes the usage of the textbooks;
Step 6: Organizations and individuals compiling textbooks organize the publication and distribution of textbooks according to legal regulations.
(2). Trial Process for grade 8 textbooks
Step 1:
For each textbook draft, select lessons for representative trials regarding lesson type, showcasing new content, methods, and teaching organization forms according to the subject program, educational activities;
Conduct trials for at least 10% of the total periods for subjects with 105 periods or more per year, at least 15% for subjects with 70 to under 105 periods per year, and at least 20% for all other subjects; each lesson is to be trial taught at least twice, with reflections and revisions after the first trial before conducting the second;
Step 2: Selected general education institutions for trial teachings ensure regional representation; selected classes for trials belong to the educational level for which textbooks are trialed; trial teachings are conducted with the entire class at a time appropriate to the students' capability.
Teachers conducting and observing trial teachings are those currently teaching the subject with trialed textbooks; each trial period ensures at least three teachers observe and participate in feedback on trial lessons;
Step 3: Organizations and individuals compiling textbooks evaluate trial lessons according to each clause's content (excluding unrepresented content in lessons) specified in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT.
