According to Article 3 of the Regulation on Teaching and Tutoring issued with Circular 17/2012/TT-BGDDT:

Principles for Remedial Teaching and Tutoring

  1. Remedial teaching and tutoring activities must contribute to consolidating and enhancing knowledge, skills, and educating students' personalities; must be suitable to the psychological characteristics and not exceed the learners' capacity to absorb.
  1. Do not reduce the content in the formal educational program to include in extra tutoring sessions; do not provide tutoring before the content in the formal educational program.
  1. The subjects of additional tutoring are students who have a need and voluntarily choose extra classes with the agreement of their families; no form of coercion on students' families and students to attend extra classes is allowed.
  1. Do not organize extra classes according to normal school classes; students in the same extra class must have equivalent academic abilities; when assigning students to extra classes, academic abilities must be considered.
  1. Organizations and individuals conducting tutoring and remedial education activities must be responsible for the registered and permitted contents of the activities.

Thus, schools are not allowed to use any form to compel students' families and students to take extra classes. Therefore, schools cannot compel students to take extra Grade 12 Literature classes.
