What are regulations on new general education program for grade 11 students in Vietnam?
Based on Section 2 of the General Education Program issued under Circular 32/2018/TT-BGDDT, the goal of the general education program for grade 11 students, as well as other grades, is as follows:
The general education program specifies the objectives of general education, helping students master general knowledge, effectively apply the learned knowledge and skills into life, and engage in lifelong learning. It provides orientation for career selection that suits them and helps in building harmonious social relationships, developing personality, character, and a rich soul, thus enabling a meaningful life and positive contributions to the development of the country and humanity.
The upper secondary education program helps students continue to develop the necessary qualities and competencies for workers, citizen consciousness and character, the ability to self-study and maintain lifelong learning, the ability to choose a career that matches capabilities and interests, conditions and circumstances to pursue further education, job training, or participation in the labor market, and the ability to adapt to changes in the context of globalization and new industrial revolutions.
What are the steps for selecting textbooks in educational institutions in Vietnam?
Based on Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting textbooks in educational institutions is as follows:
Step 1: The Council establishes a plan to organize the selection of textbooks for the educational institution; assigning tasks to Council members.
Step 2: Organize the selection of textbooks at the specialized group
- Based on the plan of the Council and the criteria for selecting textbooks, the head of the specialized group organizes the plan for selecting textbooks for each subject structured in the specialized group, reporting to the head before implementation;
- Organize for all subject teachers of the educational institution (including permanent, contractual, seconded, adjunct, multi-school teaching teachers) to participate in the selection of textbooks for that subject;
- No later than 20 days before the first meeting of the specialized group, the head organizes for subject teachers to study the textbooks of the subject, write feedback forms, evaluate the textbooks according to the selection criteria.
- The head of the specialized group organizes meetings with subject teachers to discuss and vote to select 01 (one) textbook for that subject. In cases where the subject only has 01 textbook approved by the Minister of Education and Training, the specialized group will not need to vote but select that textbook.
The selected textbook must have at least 1/2 (one-half) of the subject teachers voting for its selection.
If no textbook gains at least 1/2 of the teacher votes, the specialized group must discuss and re-vote; the textbook with the most votes on the second ballot is selected.
In both rounds of voting, if there are 02 textbooks with the same highest number of votes, the head of the specialized group will decide to choose one among the top-voted textbooks.
Meetings of the specialized group are documented, including comments and evaluations of textbooks by participating teachers, signed by the head of the specialized group and the person assigned to draft the minutes.
- The head of the specialized group compiles the results, creating a list of textbooks selected by the specialized group, signed by the head and the person assigned to prepare the textbook list.
Step 3: The Council meets, discusses, evaluates the organization of the textbook selection by specialized groups; verifies meeting minutes of the specialized group; feedback forms and evaluations of textbooks by teachers; compiles results of textbook selection into minutes (including contents: comments, evaluations on the organization of textbook selection by specialized groups; list of textbooks selected by specialized groups), signed by the Chairman and Secretary of the Council.
Step 4: The Council puts forth suggestions to the head of the institution based on the list of textbooks selected by specialized groups according to regulations.
Step 5: The educational institution compiles a dossier for textbook selection and submits it to the Department of Education and Training (for primary and lower secondary levels), Department of Education and Training (for upper secondary level). The dossier includes:
- Decision to establish the Council of the educational institution;
- Meeting minutes in accordance with regulations;
- List of selected textbooks for the educational institution.
*Educational institutions include primary schools, lower secondary schools, upper secondary schools, multi-grade schools, continuing education centers, vocational education - continuing education centers and educational institutions implementing general education programs, continuing education programs at lower and upper secondary levels (Clause 2, Article 1 of Circular 27/2023/TT-BGDDT).
