- General education textbooks are regulated as follows:
a) Textbooks implement the general education program, specify the program's goals, educational content, and requirements regarding students' qualities and competencies; provide guidance on teaching methods and ways to assess educational quality; the content and form of textbooks do not carry ethnic, religious, occupational, gender, age, or social position biases; textbooks are available in printed form, braille, and electronic books;
b) Each subject can have one or several textbooks; private investment in textbook compilation is carried out; textbook publication is conducted in accordance with legal regulations;
c) Provincial People's Committee decides on the selection of textbooks to be used consistently in general education institutions in the area according to regulations of the Minister of Education and Training;
