Based on Article 8 of Circular 11/2024/TT-BGDDT, the appointment of public employees working as student counselors in Vietnam is as follows:
- Appointment to the professional title of rank 3 student counselor (code V.07.07.24) applies to public employees recruited to the job position of student counselor public employee and who meet the probation requirements as per regulations or to other officials and public employees currently working in student counseling in public educational institutions who meet the standards prescribed in Clause 2, Article 4 of Circular 11/2024/TT-BGDDT;
- A rank 3 student counselor (code V.07.07.24) will be appointed to the professional title of rank 2 student counselor (code V.07.07.23) when:
+ Identified as the successful candidate in the rank promotion assessment from rank 3 to rank 2 for the professional title of student counselor public employee
+ Or other officials and public employees of equivalent grades transferring to student counseling tasks in public educational institutions meeting the standards prescribed in Clause 2, Article 5 of Circular 11/2024/TT-BGDDT;
- A rank 2 student counselor (code V.07.07.23) will be appointed to the rank 1 student counselor (code V.07.07.22) when:
+ Identified as the successful candidate in the rank promotion assessment from rank 2 to rank 1 for the professional title of student counselor public employee.
+ Or other officials and public employees of equivalent grades transferring to student counseling tasks in public educational institutions meeting the standards prescribed in Clause 2, Article 6 of Circular 11/2024/TT-BGDDT.

What is the salary coefficient for student counselor public employee in Vietnam?
Based on Clause 1, Article 9 of Circular 11/2024/TT-BGDDT, the salary arrangement is as follows:
Salary Arrangement
- Public employees appointed to the professional title of student counselor public employee as stipulated in this Circular are subject to the public employee salary scale at Table 3 (professional and technical salary scale for officials and public employees in state public service providers) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policy for officials, public employees, and armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP). Specifically:
a) The professional title of rank 3 student counselor (code V.07.07.24) is applied with the salary coefficient of public employee type A1, ranging from salary coefficient 2.34 to salary coefficient 4.98;
b) The professional title of rank 1 student counselor (code V.07.07.23) is applied with the salary coefficient of public employee type A2 (group A2.2), ranging from salary coefficient 4.00 to salary coefficient 6.38;
c) The professional title of rank 1 student counselor (code V.07.07.22) is applied with the salary coefficient of public employee type A2 (group A2.1), ranging from salary coefficient 4.40 to salary coefficient 6.78.

- Standards regarding training and education
a) Possess a university degree or higher in a field or industry group such as Psychology; Social Work; Sociology; Teacher Training appropriate to the education level;
b) Completion of a training program according to the standards for the professional title of student counselor public employee as regulated.
Hence, student counselor public employees are required to have a university degree.
