Is the salary coefficient up to 6.38 for the professional title of a Grade 2 lower secondary school teacher in Vietnam?
Based on Article 8 of Circular 03/2021/TT-BGDDT, the following is stipulated:
Salary arrangement method
1. Public employees appointed to the professional titles of lower secondary school teachers stipulated in this Circular shall apply the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials and public employees and armed forces. Specifically:
a) Grade III lower secondary school teachers, code V.07.04.32, shall apply the salary coefficient of public employees type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II lower secondary school teachers, code V.07.04.31, shall apply the salary coefficient of public employees type A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Grade I lower secondary school teachers, code V.07.04.30, shall apply the salary coefficient of public employees type A2, group A2.1, from a salary coefficient of 4.4 to a salary coefficient of 6.78.
2. The salary arrangement upon appointment to a professional title rank shall follow the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding the salary arrangement upon upgrading, transferring ranks, changing types of officials and public employees, and according to the current law. Upon implementing a new salary policy, the arrangement to the new salary shall follow the Government of Vietnam's regulations.
Thus, based on the said regulations, when appointed to the professional title of a Grade 2 lower secondary school teacher, the salary coefficient will be applied as for public employees type A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38.

With a salary coefficient of 6.38, how much will the salalry of a Grade 2 lower secondary school teacher in Vietnam be from July 1, 2024?
The base salary from July 1, 2024, will be 2,340,000 VND/month (Clause 2, Article 3 of Decree 73/2024/ND-CP).
Additionally, Article 3 of Circular 07/2024/TT-BNV guides the salary calculation for lower secondary school teachers from July 1, 2024, when the statutory pay rate is increased.

Salary = 2,340,000 VND x Salary coefficient
Thus, with a salary coefficient of 6.38, a Grade 2 lower secondary school teacher in 2024 will earn 14,929,200 VND. (Depending on the salary coefficient, the salary amount may vary).

What are the rights of a Grade 2 lower secondary school teacher who is a homeroom teacher?
Based on Article 29 of the Regulations on lower secondary schools, upper secondary schools, and multi-level schools, issued together with Circular 32/2020/TT-BGDDT. Specifically:
- They have the autonomy to perform professional tasks with the assignment and support of the professional group and the school.
- They are entitled to salaries, allowances, preferential policies (if any) as prescribed; change of professional title; material and spiritual benefits according to regulations.
- They are provided conditions for studying, training to improve political, professional, and operational levels, enjoying their salary, allowances, and other policies according to regulations when assigned by competent authorities for study or training.
- They may contract for teaching, research at other schools, educational institutions, or research institutions, provided that they complete their tasks at their workplace and have written consent from the principal.
- Their dignity, honor, and body are respected and protected.
- They have summer breaks and other leaves according to the law.
- Other rights as prescribed by law.
*Especially for teachers performing the task of homeroom teachers, in addition to the above rights, they also have the following rights:
- They may attend classes and other educational activities of the students in their class.
- They may attend meetings of the reward council and the disciplinary council when resolving issues related to the students in their class.
- They may attend training sessions and specialist conferences about class management.
- They have the right to grant individual students justified leave of up to 3 consecutive days.
- They are entitled to a reduction in teaching hours as prescribed.
