What are details of the Proposal for adding points for children of pre-1945 revolutionary officials in grade 10 admission examination in Vietnam?
The Ministry of Education and Training has recently announced a Draft Circular for the issuance of the Admission Regulation for Lower Secondary and Upper Secondary School Education. To be specific, in Clause 2, Article 14 of the Draft Circular for the Admission Regulation for Lower Secondary and Upper Secondary School Education, there is a proposal to award additional points to children of revolutionary officers born before 1945 for Grade 10 admission. To be specific:
Eligible subjects for additional points are categorized into 3 groups: Group 1 will receive an additional 2.0 points; Group 2 will receive an additional 1.5 points; Group 3 will receive an additional 1.0 point. The priority points are added to the total admission score calculated on a 10-point scale for each subject.
Eligible Subjects Group 1:
- Children of martyrs;
- Children of war invalids with a labor capacity loss of 81% or more;
- Children of diseased soldiers with a labor capacity loss of 81% or more;
- Children of individuals awarded the "Certificate of Policy Beneficiary as War Invalids" where the certificate holder has a labor capacity reduction of 81% or more;
- Children of individuals who participated in the revolutionary resistance and were affected by chemical agents;
- Children of individuals who participated in revolutionary activities before January 1, 1945;
- Children of individuals who participated in revolutionary activities from January 1, 1945, to the August 1945 uprising.
Eligible Subjects Group 2:
- Children of Heroes of the Armed Forces, Labor Heroes, and Vietnamese Heroic Mothers;
- Children of war invalids with a labor capacity loss below 81%;
- Children of diseased soldiers with a labor capacity loss below 81%;
- Children of individuals awarded the "Certificate of Policy Beneficiary as War Invalids" where the certificate holder has a labor capacity reduction below 81%.
Eligible Subjects Group 3:
- Individuals with either father or mother being an ethnic minority;
- Ethnic minority individuals;
- Students living and studying in areas classified as particularly difficult, including areas 1, 2, 3, specially disadvantaged villages, coastal areas, or islands as designated by the Prime Minister of the Government of Vietnam.
Thus, if the draft is approved, children of individuals who contributed to the revolutionary cause before 1945 classified under Group 1 will be awarded an additional 2.0 points for Grade 10 admissions.
Note: The Ministry of Education and Training is still soliciting feedback on the Draft Circular for the Admission Regulation for Lower Secondary and Upper Secondary School Education and has not finalized which subjects will receive additional points for Grade 10.

What are the methods of grade 10 admission examination in Vietnam?
According to Clause 2, Article 5 of Circular 11/2014/TT-BGDDT:
Subjects and Methods of Admissions
- The subjects of admission are students who have graduated from secondary education under either the General Education Program or the Continuing Education Program with an age in accordance with Clause 2, Article 2 of this Regulation.
- upper secondary school admissions are organized in one of the following three methods:
a) Admission based on the academic and training results of the four years in secondary education of the applicant. If the student repeats a grade, the results of the repeated year of that grade will be considered;
b) Enrollment examination;
c) Combination of enrollment examination with selection based on academic records.
Thus, there are 03 methods for grade 10 admission examination in Vietnam. To be specific:
- Selection based on the academic and training results of the four years in secondary education of the applicant. If the student repeats a grade, the results of the repeated year of that grade will be considered;
- Enrollment examination;
- Combination of enrollment examination with selection based on academic records.
What are regulations on direct admission cases and priority policies in grade 10 admission examination in Vietnam?
Based on Article 7 of Circular 11/2014/TT-BGDDT (amended by Clauses 3 and 4 of Article 1 of Circular 05/2018/TT-BGDDT and Article 1 of Circular 18/2014/TT-BGDDT):
(1) Direct admission to upper secondary school for the following subjects:
- Students from ethnic boarding schools;
- Students from very small ethnic groups;
- Disabled students;
- Students who have won national and international prizes in academics; arts; sports; national scientific and technical competitions for lower secondary school and upper secondary school students.
(2) Subjects eligible for additional priority points.
The Departments of Education and Training determine the additional points for each group of eligible subjects, with a difference of 0.5 points on a 10-point scale between two consecutive priority groups, including:
- Group 1:
+ Children of martyrs;
+ Children of war invalids with a labor capacity loss of 81% or more;
+ Children of diseased soldiers with a labor capacity loss of 81% or more;
+ Children of individuals awarded the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of 81% or more.
+ Children of individuals who participated in the revolutionary resistance and were affected by chemical agents;
+ Children of individuals who participated in revolutionary activities before January 1, 1945;
+ Children of individuals who participated in revolutionary activities from January 1, 1945, to the August 1945 uprising.
- Group 2:
+ Children of Heroes of the Armed Forces, Labor Heroes, and Vietnamese Heroic Mothers;
+ Children of war invalids with a labor capacity loss below 81%;
+ Children of diseased soldiers with a labor capacity loss below 81%;
+ Children of individuals awarded the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction below 81%.
- Group 3:
+ Individuals with either father or mother being an ethnic minority;
+ Ethnic minority individuals;
