Pursuant to Section 1 of the Refresher training program according to the Standards for Preschool Teacher Professional Titles issued with Decision 2000/QD-BGDDT in 2023, the regulation is as follows:

TRAINING SUBJECTS

1. Staff teaching the preschool education program including teachers, principals, and vice principals (hereinafter referred to collectively as preschool teachers) in public preschool institutions, including: preschools, kindergartens, daycare centers, public independent groups, and classes (hereinafter collectively referred to as preschools), who do not have a certificate of training in accordance with the professional title standards as regulated.

2. Individuals who wish to receive training and obtain a certificate of training according to the standards for preschool teacher professional titles.

Thus, the following preschool teachers need to participate in refresher training program:

- Preschool teachers in preschools who do not have a certificate of training according to the professional title standards as regulated.

- Individuals who wish to receive training and obtain a certificate of training according to the standards for preschool teacher professional titles.

According to Section 3 of the Refresher training program issued with Decision 2000/QD-BGDDT in 2023, the contents of the program are as follows:

(1) Amount of knowledge and training time

- The program consists of 08 topics, structured into 03 parts:

+ Part 1: General knowledge (including 03 topics).

+ Part 2: Knowledge about professional activities (including 05 topics).

+ Part 3: Evaluation of training results.

- Training time:

+ Total time is: 03 weeks x 05 working days/week x 08 periods/day = 120 periods (can be organized on off-days, total time of 120 periods).

+ Allocation of time:

++ Theory, discussion: 72 periods;++ Problem-solving, practical guidance: 44 periods;++ Evaluation of training results: 04 periods.

(2) Program structure

When are preschool teachers considered to meet requirements and granted refresher training program certificates in Vietnam?

Pursuant to Section 2 of the Refresher training program issued with Decision 2000/QD-BGDDT in 2023, the regulations are as follows:

1. General Objective

Equip preschool teachers with knowledge, skills, professional methods, and foster a positive attitude in professional activities to meet the standards of PSTPT.

2. Specific Objectives

Upon completion of the training course, learners can achieve the following specific goals:

- Understand correctly, fully, and accurately the guidelines, policies, and laws of the Communist Party and the State, the regulations and requirements of the sector and locality concerning preschool education and can implement these in their assigned tasks;

- Analyze the basic contents of state management concerning preschool education;

- Analyze the current global updates in preschool education development trends, the modern perspectives on preschool education renewal;

- Determine the role, position, responsibility, and importance of professional development to meet the quality enhancement requirements of education. Proactively develop professional skills to meet the requirements for implementing the preschool education program;

- Perform tasks consistent with the professional titles of preschool teachers as stipulated by the Ministry of Education and Training.

When are trainees granted training certificates?

Pursuant to Part III Section IV of the Refresher training program issued with Decision 2000/QD-BGDDT in 2023, which regulates the evaluation of learners' training results as follows:

3. Evaluation of training results

a) Trainees are considered to meet the requirements and granted training certificates if they meet all of the following requirements:

- Fully participate in the Refresher training program as regulated.

- Complete the evaluation tasks as required by the training institution and achieve a score of 05 (five) points or more.

- Comply fully and accurately with the legal provisions on public employee training and the training institution's study regulations.

b) In cases where a trainee’s test or assignment or thesis falls below 05 (five) points, they are allowed to retake the test or rewrite the assignment or thesis once as per the training institution's study regulations.

c) The training institution precisely stipulates cases not meeting the requirements to be granted a training certificate in its training regulations.

Thus, preschool teachers, as trainees, will be evaluated as meeting the requirements and granted training certificates when they meet the following requirements:

- Fully participate in the Refresher training program as regulated.

- Complete the evaluation tasks as required by the training institution and achieve a score of 05 (five) points or more.

- Comply fully and accurately with the legal provisions on public employee training and the training institution's study regulations.
