Based on Article 14 of Decree 20/2014/ND-CP, the criteria for recognized standard achievement of secondary educational universalization standard at level 1 are specified as follows:
Criteria for recognized standard achievement of secondary educational universalization standard at level 1
1. For individuals: Granted with Certificate of secondary education.
2. For communes:
a) Ensuring the criteria for recognized standard achievement of secondary educational universalization standard at level 1 and criteria for recognized illiteracy eradication standard at level 1;
b) The percentage of youths and teenagers from 15 to 18 years old graduating from secondary educational level must reach at least 80% and 70% for extremely difficult social-economic conditions.
3. For districts: At least 90% of communes must be recognized to have met the standard of secondary educational universalization at level 1.
4. For provinces: There must be 100% districts recognized to have met the standard of secondary educational universalization at level 1.
Thus, according to the above regulations, the criteria for recognized standard achievement of secondary educational universalization standard at level 1 in the commune include:
(1) Ensuring the criteria for recognized standard achievement of secondary educational universalization standard at level 1 and criteria for recognized illiteracy eradication standard at level 1;
(2) The percentage of youths and teenagers from 15 to 18 years old graduating from secondary educational level must reach at least 80% and 70% for extremely difficult social-economic conditions.

What are conditions are for lower secondary education universalization in Vietnam?
Based on Article 5 of Circular 07/2016/TT-BGDDT (with Point b suspended by Point c, Clause 10, Article 1 of Circular 29/2021/TT-BGDDT):
(1) Regarding the teaching staff and employees, educational institutions implementing lower secondary education universalization must have:
+ Sufficient teaching staff and employees for library, equipment, laboratory, and office work as stipulated in Joint Circular 35/2006/TTLT-BGDDT-BNV (replaced by Circular 20/2023/TT-BGDDT)
+ 100% of teachers meet the professional standards for lower secondary school teachers as stipulated in Circular 30/2009/TT-BGDDT (replaced by Circular 20/2018/TT-BGDDT)
+ An individual assigned to monitor the universalization of education and elimination of illiteracy in the area.
(2) Regarding facilities and teaching equipment:
+ The province and district must have a network of educational institutions implementing lower secondary education universalization according to planning, with transportation conditions ensuring that students can travel to school conveniently and safely;
+ Educational institutions implementing lower secondary education universalization must have:
- A classroom ratio of at least 0.5 rooms per class; classrooms built to regulatory standards, safe; equipped with enough suitable desks and chairs for students; blackboards, teacher desks, and chairs; sufficient lighting, warm in winter, cool in summer; minimal conditions for disabled students to study conveniently; administrative offices for the principal, vice-principal, offices, meeting rooms for teachers and staff, health rooms, libraries, and laboratories;
- Sufficient minimum teaching equipment as stipulated in Circular 19/2009/TT-BGDDT (replaced by Circular 38/2021/TT-BGDDT)
- Playgrounds and sports fields with appropriate areas, used regularly and safely; green, clean, and beautiful environments; a source of clean water, drainage systems; convenient and hygienic separate sanitation works for teachers, students, men, and women.
Hence, according to these regulations, lower secondary education universalization requires compliance with personnel as well as equipment and facility standards to ensure a conducive learning environment.
Which agency shall establish the Education Universalization Steering Committee in Vietnam?
Based on Article 10 of Circular 07/2016/TT-BGDDT, the duties of the provincial People's Committee are specified as follows:
Duties of the provincial People's Committee
1. Establish the Universal Education and Illiteracy Elimination Steering Committee, with the chairman or vice-chairman of the provincial People's Committee in charge of culture and society as the head of the committee; the director of the Department of Education and Training as the standing deputy head; and members being representatives of relevant departments, agencies, unions of the province, and functional departments of the Department of Education and Training.
2. Direct each district and commune to establish a Universal Education and Illiteracy Elimination Steering Committee, with district and commune leaders as heads; assign individuals responsible for universal education and illiteracy elimination; assign individuals to manage the information system for universal education and illiteracy elimination.
3. Be responsible for the results of universal education and illiteracy elimination of the province; develop plans and organize the implementation of universal education and illiteracy elimination for the province; report results and data to the Ministry of Education and Training.
4. Use the national unified information management system for universal education and illiteracy elimination to update, store, manage, and exploit information on universal education and illiteracy elimination.
5. Direct, monitor, inspect, urge, and support the district in updating data into the information system for universal education and illiteracy elimination accurately, on time, and comprehensively.
Thus, according to these regulations, the establishment of the Education Universalization Steering Committee is the responsibility of the provincial People's Committee.
