What are conditions for opening master's degree programs in Vietnam?
According to Article 5 of Circular 02/2022/TT-BGDDT, the educational institution opening a master's degree program must meet the general conditions for opening a program as stipulated in Article 3 of Circular 02/2022/TT-BGDDT and the following specific conditions for the entire course at the time of submitting the application to open the training program:
- There must be at least 05 Ph.D. holders in the relevant field who are tenured lecturers (for training programs in teaching ethnic minority languages of Vietnam, programs in Vietnamese language, literature, and culture, programs in foreign languages, literature, and culture, physical education and sports programs, and programs in the field of Arts, there must be at least 03 Ph.D. holders in the relevant field who are tenured lecturers).
Among them, there is one professor or associate professor with at least 03 years of experience in management or university teaching (not overlapping with tenured lecturers as a condition for opening other master's degree programs), responsible for leading the development, organization, and implementation of the training program.
- Ensure the quantity and quality of the faculty team to implement the training program, including tenured lecturers with relevant expertise to lead teaching for each subject, course module in the training program.
- Ensure the number and qualifications of thesis supervisors according to the current postgraduate admission and training regulations of the Ministry of Education and Training.
- Have previously trained and awarded undergraduate degrees in the corresponding or relevant field, in cases where the undergraduate field does not exist in the Statistical List of Training Fields.
* Institutions that do not meet the condition stipulated in Clause 4, Article 5 of Circular 02/2022/TT-BGDDT must justify their exceptional compliance with other conditions relative to the regulations in Circular 02/2022/TT-BGDDT and compared to other domestic training institutions, including:
+ Lecturers (quantity, qualifications, professional reputation);
+ Facilities serving training and research;
+ Capacity and research results;
+ International cooperation;
+ Number of training programs and the number of students awarded master's degrees from the institution;
+ The proposed training field belongs to priority areas or has urgent needs for the socio-economic development of the country.
The Ministry of Education and Training verifies, inspects in practice, and considers deciding on opening the program in this case.

What does the application for opening a master's degree program in Vietnam include?
According to Article 10 of Circular 02/2022/TT-BGDDT, the application for opening a master's degree program includes:
- A written request to open the training program: summarizing the process of developing the scheme, a report affirming the adequate compliance with the stipulated conditions to be allowed to open the training program, and a proposal for the competent authority to decide.
- The scheme for opening the training program that has been appraised according to regulations.
- An official dispatch from the university approving the policy (for member units of the university when opening training programs in the Health field and the group of Teacher Training fields).
What are the contents of the proposal for the policy of opening a master's degree program in Vietnam?
Based on Clause 2, Article 7 of Circular 02/2022/TT-BGDDT, the content of the proposal for the policy of opening a master's degree program includes:
- On the necessity of proposing the policy to open a training program:
+ Report explaining the need for training, the demand for human resources to serve the current and upcoming labor market;
+ Analysis and forecast of the demand for human resources in terms of quantity and qualifications, surveying the competency requirements of graduates as expected by employers, and the extent of the labor market by training field;
+ Analysis of the development trend of the training field worldwide, compatibility with the development of the institution's field and training level, conformity with the institution's mission and strategic goals, and the economic-social development strategy of the sector, locality, region, and country;
- Regarding the capacity of the training institution: a report explaining the existing capacity of the institution for the proposed training field and level, including the faculty team, facilities, technology, study materials, training program, scientific research, corporate cooperation, and international cooperation;
- Concerning the development goals of the proposed training field:
A detailed report on the expected results, the timeline for opening the training program, the timeline for implementing the training program, training objectives, recruitment plan and number of admissions, training scale in the next 05 to 10 years, training quality, effectiveness, and social impact;
- On the solutions and implementation roadmap:
A detailed report on solutions and the roadmap for developing the scheme to open the training program, building the training program, demands and plans for investing in facilities, technology, and study materials, needs and recruitment plans, developing the faculty team to meet the conditions for opening the training program, plans for evaluation and accreditation of the training program;
- On preventive and risk-handling methods: a report analyzing, predicting possible risk scenarios, and preventive, remedial measures; a detailed report on risk-handling solutions in case the training program's activities are suspended.
