Pursuant to Article 53 of Decree 125/2024/ND-CP, the conditions and procedures for establishing an ethnic boarding school are as follows:
- There must be an establishment proposal that is suitable with the provincial planning and other related local planning where the school's headquarters is located.
- The establishment proposal should clearly define the goals, tasks, educational programs, and content; land, facilities, equipment, proposed location for school construction; organization; resources and finance; strategic direction for construction and development of the school.
What are procedures for establishing ethnic boarding schools in Vietnam?
According to Article 54 of Decree 125/2024/ND-CP, the procedures for establishing an ethnic boarding school are as follows:
Step 1: The Department of Education and Training shall take the lead, cooperate with relevant agencies to formulate the school's establishment proposal; prepare the dossier according to Clause 2 of this Article and submit it to the Chairman of the provincial People's Committee for consideration and decision;
Step 2: Within 15 days from the date of receipt of a valid dossier, the Chairman of the provincial People's Committee shall review the conditions for establishing the school as presented in the dossier; if all conditions are met, a decision to establish the ethnic boarding school will be issued; if conditions are not sufficient, a written notice shall be sent to relevant agencies stating the reasons.
The decision to establish the ethnic boarding school shall be publicly announced on mass communication media.

What documents are included in the Dossier for permitting an ethnic boarding school to operate educational activities in Vietnam?
Pursuant to Clause 2, Article 54 of Decree 125/2024/ND-CP, the Dossier for permitting an ethnic boarding school to operate educational activities includes:
- A proposal for permission to operate educational activities;
- A copy of legal documents proving the right to use the land, the right to own the property, or the lease agreement of the school's location with a minimum term of 5 years;
- The school's organization and operation regulation, comprising the following main content:
+ Legal status, tasks, and powers of the school;
+ Organization and management of the school; educational activities within the school;
+ Duties and rights of the management staff, teachers, employees, laborers, and students; financial and asset management of the school;
+ Other issues related to the organization and operation of the school.
What are the scholarship incentives and reward policies for students of ethnic boarding schools in Vietnam?
Based on Article 2 of Joint Circular 109/2009/TTLT/BTC-BGDDT, the scholarship incentives and reward policies for students of ethnic boarding schools are as follows:
(1) Scholarships:
- Students studying at ethnic boarding schools under the management of the Ministry of Education and Training, province, or district, are entitled to a policy scholarship equal to 80% of the State's minimum wage for 12 months in a year. For training programs lasting less than 1 year or where the last academic year is less than 12 months, scholarships are provided based on the actual study months of that year.
- Students disciplined by expulsion are not entitled to receive policy scholarships.
- Students suspended from study do not receive scholarships during the suspension period, except for suspensions due to illness, accidents, repeating classes, detention, or other reasons (not due to discipline or voluntary withdrawal).
- For students who are held back, in the year they are retained, they only receive 1/2 of the scholarship amount; if after the third year they still do not meet study requirements, they will be returned to their locality. Each student is allowed to repeat once in each schooling level.
- Students entitled to policy scholarships but also eligible for social subsidy or preferential subsidy still receive social subsidy and preferential subsidy policies.
(2) Reward Policy:
Students with good conduct and academic performance, with results of good or higher (in the previous academic year), are rewarded once a year by the school as follows:
- 400,000 VND for good performance;
- 600,000 VND for excellent performance;
- 800,000 VND for outstanding performance.
Note: Decree 125/2024/ND-CP takes effect from November 20, 2024.
