According to Clause 1, Article 7 of Decree 105/2020/ND-CP, the subjects eligible for lunch support policies are preschool-aged children (excluding children of very small ethnic minority groups as stipulated in Decree 57/2017/ND-CP) attending preschool classes in early childhood education institutions that meet one of the following conditions:
- Have a father, mother, or caregiver or the child is a permanent resident in particularly difficult villages, communes with exceptionally difficult socio-economic conditions, particularly difficult communes in coastal and island areas as stipulated by the Prime Minister of the Government of Vietnam.
- Do not have a source of support as stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP.
- Are members of households classified as poor or near-poor according to the Prime Minister's regulations.
- Children of martyrs, Heroes of People's Armed Forces, wounded soldiers, persons entitled to similar policies as wounded soldiers, and sick soldiers; children of other specific policy subjects as stipulated in the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution (if any).
- Disabled children who are integrated into regular education.

What are details of amount of, application and procedures for lunch assistance benefit for preschool children in Vietnam?
According to Clauses 2, 3 of Article 7 of Decree 105/2020/ND-CP amended by Clause 1 of Article 4 Decree 104/2022/ND-CP, the amount of, application and procedures for lunch assistance benefit for preschool children in Vietnam are as follows:
* Lunch support amount: 160,000 VND/child/month.
The support period is calculated based on actual study months, but not exceeding 9 months/school year.
* Documents for lunch support policy:
- Parents or caregivers, guardians of children whose fathers, mothers, or caregivers, or children are permanent residents in particularly difficult villages, communes with exceptionally difficult socio-economic conditions, or particularly difficult communes in coastal and island areas as stipulated by the Prime Minister of the Government of Vietnam, should provide information about the child's personal identification number or that of a parent or caregiver.
Submit a copy of one of the following documents: Citizen Identity Card, Identity Card, Certificate of Residency Information, Notification of Personal Identification Number and Citizen Information in the National Population Database in case the agency, organization cannot extract the residency information of citizens from the National Population Database.
+ A copy along with the original for comparison or a certified true copy of the household registration book or provide information about the child's personal identification number or that of a parent or caregiver.
+ A certification by the police agency regarding the child's permanent residency registration (in case the household registration book is lost).
- Parents or caregivers, guardians of children who do not have support sources as stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP (expired) should submit one of the following documents:
+ A copy along with the original for comparison or a certified true copy of the Decision on Social Assistance by the Chairman of the District-level People's Committee.
+ A copy along with the original for comparison or a certified true copy of the Certification by the Commune-level People's Committee or Social Welfare Institution regarding the child's status as an orphan, abandoned child, or child in other cases stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP (expired).
+ A copy along with the original for comparison or a certified true copy of the Adoption Certificate for orphaned, abandoned children, or children in other cases stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP (expired).
- Parents or caregivers, guardians of children who are members of households classified as poor or near-poor according to the Prime Minister's regulations should submit a copy and bring the original for comparison or a certified true copy of the Certificate or Confirmation of Poor or Near-Poor Household by the Commune-level People's Committee.
- Parents or caregivers, guardians of children who are children of martyrs, Heroes of People's Armed Forces, wounded soldiers, persons entitled to similar policies as wounded soldiers, sick soldiers; children of other specific policy subjects as stipulated in the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution (if any) should submit a copy along with the original for comparison or a certified true copy of the Certification by the management agency of persons with meritorious services and the child's birth certificate.
- Parents or caregivers, guardians of disabled children who are integrated into regular education should submit a copy along with the original for comparison or a certified true copy of the Disability Certification issued by the Commune-level People's Committee or the Decision on Social Assistance by the Chairman of the District-level People's Committee.
What is the age of preschool children under the law in Vietnam?
According to point b, Clause 1, Article 15 of the Regulations on preschools issued with Circular 52/2020/TT-BGDDT, the regulation is as follows:
Child groups, preschool classes:
- Children are organized into child groups or preschool classes.
a) For child groups: children from 03 months to 36 months are organized into child groups. The maximum number of children in a group is stipulated as follows:
- Children aged 03 to 12 months: 15 children;
- Children aged 13 to 24 months: 20 children;
- Children aged 25 to 36 months: 25 children;
b) For preschool classes: Children aged 03 to 06 years are organized into preschool classes. The maximum number of children in a class is stipulated as follows:
- Preschool class 3 - 4 years: 25 children;
- Preschool class 4 - 5 years: 30 children;
- Preschool class 5 - 6 years: 35 children.
