Based on Article 3 Circular 20/2023/TT-BGDDT, the basis for calculating teaching norms for teachers in public specialized schools by region applied in 2024 is as follows:
- Regulations on regional division for calculating teacher norms are as follows:
+ Region 1: Communes in area 2, area 3 as per the current regulations in ethnic minority and mountainous regions; particularly difficult communes in coastal flatlands; communes with extremely difficult socio-economic conditions; island communes, islands, border communes, safe zones as stipulated by the Government of Vietnam;
+ Region 2: Communes in area 1 (excluding wards, commune-level towns) as per the current regulations in ethnic minority and mountainous regions;
+ Region 3: Wards, commune-level towns in area I as per the current regulations in ethnic minority, mountainous regions, and other remaining wards, commune-level towns.
- Number of students/class by region used as a basis to allocate or approve the number of working personnel in general education institutions as follows:
+ Region 1: Average 25 students/class for primary level; average 35 students/class for lower secondary and upper secondary levels;
+ Region 2: Average 30 students/class for primary level; average 40 students/class for lower secondary and upper secondary levels;
+ Region 3: Average 35 students/class for primary level; average 45 students/class for lower secondary and upper secondary levels;
+ The number of students/class in ethnic boarding schools and specialized upper secondary schools is implemented according to the regulations in the organizational and operational charter.

Which schools in Vietnam are considered public specialized schools?
Based on clause 1 Article 1 Circular 20/2023/TT-BGDDT, the scope of regulation and subjects of application are as follows:
Scope of Regulation and Subjects of Application
- This Circular provides guidance on job positions, employee structure by professional title, and norms for the number of workers in general education institutions and public specialized schools, including:
a) Primary schools;
b) Lower secondary schools;
c) Upper secondary schools;
d) General education schools with multiple levels;
dd) Specialized schools, including: Specialized upper secondary schools; ethnic boarding schools; ethnic semi-boarding schools; schools, classes for people with disabilities;
e) The educational institutions mentioned in points a, b, c, d, D of clause 1 of this Article are hereinafter collectively referred to as public general education institutions.
Thus, specialized schools in Vietnam include specialized upper secondary schools; ethnic boarding schools; ethnic semi-boarding schools; schools, classes for people with disabilities.
How many teachers per class shall be allocated in ethnic boarding schools in Vietnam?
Based on clause 1 Article 12 Circular 20/2023/TT-BGDDT, the norms for the number of workers in job positions with professional titles are as follows:
Norms for the Number of Workers in Job Positions by Professional Titles
- Job position of lower secondary school teachers:
a) Lower secondary schools are allocated a maximum of 1.9 teachers/class;
b) Ethnic boarding schools, ethnic semi-boarding lower secondary schools, and schools for people with disabilities at the lower secondary level are allocated a maximum of 2.20 teachers/class;
c) Lower secondary schools, after calculating the number of students/class according to the regulations in clause 2 Article 3 of this Circular or according to clause 4 Article 3 of this Circular, if there are remaining students, for every 17 students in Region 1, 20 students in Region 2, or 22 students in Region 3, 01 additional teacher will be allocated;
d) In addition to the above norms, each lower secondary school, ethnic boarding school, ethnic semi-boarding lower secondary school, and school for people with disabilities at the lower secondary level is allocated 01 teacher as the Counselor of the Ho Chi Minh Young Pioneer Organization.
Thus, ethnic boarding schools, ethnic semi-boarding lower secondary schools, and schools for people with disabilities at the lower secondary level are allocated a maximum of 2.20 teachers/class.
