Under Subsection 5, Section 2 of Official Dispatch 3933/BGDDT-GDTX of 2024, the guidance is provided as follows:

Promote the application of information technology and digital transformation in the management and administration of institutions and in continuing education

a) Enhance the management of the centers’ documents and books system by reinforcing the management of electronic documents to gradually replace physical documents.

b) Use digital education records according to the guidance of the Ministry of Education and Training (MoET); implement applications for connection, interaction, and information exchange between parents on digital platforms, encourage the application of free solutions such as messages, emails, applications on mobile devices, and the websites of continuing education institutions;

What are the guidelines for performing the general tasks for continuing education during the 2024-2025 academic year provided by the Vietnam Ministry of Education and Training?

Under the actual situation of the localities, to effectively implement the tasks, the Vietnam Ministry of Education and Training has issued Official Dispatch 3933/BGDDT-GDTX of 2024 guiding the Departments of Education and Training (DOETs) to perform the general tasks for continuing education during the 2024-2025 academic year as follows:

(1). Promote activities to build a learning society.

(2). Strengthen the work of advising and directing to complete the network of CECs and diversify educational programs within CECs.

(3). Promote the work of literacy eradication. Focus on literacy eradication in economically and socially disadvantaged areas with high illiteracy rates.

(4). Mobilize resources to implement continuing education tasks in localities; organize training courses to improve the quality of management staff, teachers, and collaborators in CECs.

(5). Enhance the application of information technology and digital transformation in the management, administration, and activities of CECs.

(6). Strengthen the inspection of implementing regulations on continuing education.

(7). Promote communication work to raise awareness among people and society about continuing education, lifelong learning, and building a learning society.

(8). Enhance emulation movements and the work of emulation and commendation. Actively participate in the policy development for continuing education.

Will a guiding document on the evaluation and recognition of district-level and provincial-level learning units for continuing education in the 2024-2025 academic year in Vietnam be issued?

Under Subsection 1, Section 2 of Official Dispatch 3933/BGDDT-GDTX of 2024, the guidance is provided as follows:

II. SPECIFIC TASKS

1. Promote activities to build a learning society

c) Advise the Provincial People's Committee on several key focuses as follows:

- Guide and allocate funding to ensure that provincial departments, agencies, unions, and localities within the province can implement the plan to execute the scheme of building a learning society according to the guidelines in Circular No. 17/2022/TT-BTC dated March 08, 2022, of the Ministry of Finance guiding the management and use of funds to implement the scheme of building a learning society. The implementation of the scheme should be integrated, combined with performing political and professional tasks and linked with implementing other socio-economic development programs to use resources effectively; continue to encourage and mobilize social resources to implement the scheme effectively.

- Issue a guiding document to evaluate and recognize "Learning Units" at district and provincial levels; evaluate and recognize "Learning Communities" at communal, district, and provincial levels according to Circular No. 24 and Circular No. 25 of the Ministry of Education and Training; direct departments, agencies, unions, units at provincial levels, and localities within the province to develop plans and implement the evaluation and recognition of "Learning Units" at district and provincial levels and "Learning Communities" at communal, district, and provincial levels to ensure effectiveness and efficiency.

- Direct and guide cities that have been recognized as members of UNESCO's Global Network of Learning Cities (GNLC); develop plans to cooperate with departments and agencies to build learning cities in a substantial and effective way. Advise the Provincial People's Committee to study, select, and propose cities to participate in UNESCO's GNLC and plan to participate in the network’s membership activities.

- Summarize 5 years of implementing the scheme of building a learning society according to the plan of the Ministry of Education and Training (the Ministry of Education and Training will issue specific guidance documents).

Thus, it will advise the Provincial People's Committee on several key focuses, including issuing a guiding document on the evaluation and recognition of district-level and provincial-level learning units for continuing education in the 2024-2025 academic year.
