a) The School Council of a public school is the governing body of the school, exercising the ownership rights of the school and related stakeholders, responsible for deciding on the school's operation direction, mobilizing and supervising the use of resources allocated to the school, linking the school with the community and society, ensuring the fulfillment of educational goals.
b) The School Council of a public school includes CPV committee secretary; principal; chairman of the Trade Union; secretary of the Ho Chi Minh Communist Youth Union; representatives of professional teams, office groups; local government representatives, and parent committee.
The School Council has a chairman, vice-chairman, secretary, and other members.
The number of School Council members is at least 07 and at most 11 people.
c) Duties and powers of the School Council of a public school: Deciding on the strategy, vision, plan, and development objectives of the school in each period and academic year; deciding on the regulations or amending, supplementing the school's organizational and operational regulations to submit to the competent authority for approval; deciding on the financial and asset usage policy of the school; supervising the school's activities; supervising the implementation of the School Council's resolutions, the democratic regulations in the school's activities.
d) Operation of the School Council of a public primary school
The School Council meets at least three times a year. In cases of necessity, when the principal or at least one-third of the School Council members request, the chairman of the School Council has the right to convene an extraordinary meeting to resolve arising issues in the implementation of the school's duties and powers. The chairman of the School Council may invite representatives of the local government and organizations to attend School Council meetings when necessary.
