Which grade students are required to have an ID card?
According to Article 19 of the Law on Identification 2023 of Vietnam, it is clearly stated as follows:
Persons eligible for issuance of ID cards
1. Persons eligible for issuance of ID cards are Vietnamese citizens.
2. Vietnamese citizens from 14 years of age shall carry out procedures for issuance of ID cards.
3. Vietnamese citizens under 14 years of age will be issued with ID cards if they have demands.
Simultaneously, according to Clause 1, Article 28 of the Education Law 2019 of Vietnam:
Educational levels and entry ages
1. Educational levels and age groups of general education are regulated as follows:
...
b) Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational programme before entering the sixth grade. The entry age for the sixth grade is 11;
c) Upper secondary education lasts for 03 school years, from the tenth to the twelfth grade. Students must complete the lower secondary educational programme before entering the tenth grade. The entry age for the tenth grade is 15.
Additionally, Clause 1 of Article 33 of the Regulations issued with Circular 32/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam also stipulates as follows:
Age of secondary school students
1. The age of students entering grade 6 is 11 years old. The age of students entering grade 10 is 15 years old. For students who skip grades in the previous level or enter at an age higher than the regulated one, the age for grade 6 and grade 10 can be adjusted based on the graduation age of the previous level.
Vietnamese students aged 14 and above must follow the procedures to obtain an identity card.
In which, students in grade 6 are 11 years old, and the lower secondary education program is conducted over 4 academic years. Therefore, if a student does not skip grades, typically a 14-year-old student corresponds to a grade 9 student and must obtain an identity card as per the regulations.

How old will grade 9 students be in 2024?
Based on Article 33 of the Regulations for lower secondary schools, upper secondary schools, and multi-level schools issued with Circular 32/2020/TT-BGDDT, it is stipulated as follows:
Age of secondary school students
1. The age of students entering grade 6 is 11 years old. The age of students entering grade 10 is 15 years old. For students who skip grades in the previous level or enter at an age higher than the regulated one, the age for grade 6 and grade 10 can be adjusted based on the graduation age of the previous level.
2. Minority students, students with disabilities, students with special difficulties, students returning from overseas can enter the educational level at an age higher than the regulated one by up to 3 years.
3. Students are not allowed to repeat a grade more than 3 times in one educational level.
4. Physically and intellectually advanced students can start school early or skip grades within the educational level. Consideration for each specific case is carried out as follows:
a) Parents or guardians submit a request to the school.
b) The principal forms a survey and advisory council consisting of core members: school leadership representatives and the parent representative committee of the school; the teachers of the class the student is attending.
c) Based on the survey results of the survey and advisory council, the principal considers and decides.
5. Students within the defined age returning from abroad, children of foreigners working in Vietnam can study at the local secondary school or another secondary school if the school has the capacity to accept them. Consideration for each specific case is carried out as follows:
a) Parents or guardians submit a request to the school.
b) The principal organizes a survey of the student's level of education and places them in the appropriate class.
The age of students entering grade 1 is 6 years old; the age of students entering grade 6 is 11 years old; the age of students entering grade 10 is 15 years old.
Thus, individuals born in 2010 will be 14 years old, the age corresponding to grade 9 students.

Rights and Duties of Grade 9 Students
Based on Article 34 of the Regulations for lower secondary schools, upper secondary schools, and multi-level schools issued with Circular 32/2020/TT-BGDDT, the duties of secondary school students in general and grade 9 students in particular are as follows:
- Implement learning and training tasks according to the school's educational program and plan.
- Respect parents, staff, teachers, school employees, and elders; unite and assist each other in learning and training; adhere to the school's regulations and rules; comply with the State's laws.
- Exercise, maintain personal hygiene.
- Participate in group activities of the school, class, the Ho Chi Minh Young Pioneer Organization, the Ho Chi Minh Communist Youth Union; help families, engage in labor and social activities, environmental protection activities, and maintain traffic safety orders.
- Preserve and protect public and school property; contribute to building, protecting, and promoting the school's traditions.
(2) Regarding rights:
Based on Article 35 of the Regulations for lower secondary schools, upper secondary schools, and multi-level schools issued with Circular 32/2020/TT-BGDDT, the rights of secondary school students are as follows:
- Equality in enjoying comprehensive education, ensuring conditions of time, facilities, hygiene, and safety for learning in class and self-study at home, being provided with information about their learning and training, and the right to use equipment and facilities serving educational, cultural, and sports activities of the school according to regulations.
- The rights to be respected and protected, treated equally and democratically, to appeal to the school and educational management levels regarding decisions made about themselves; to transfer schools for justified reasons as per current regulations; to study ahead of time, skip grades, and study at an older age according to Article 33 of the Regulations for lower secondary schools, upper secondary schools, and multi-level schools issued with Circular 28/2020/TT-BGDDT.
- Participate in activities aimed at developing talents in subjects, sports, and arts organized by the school if eligible.
- Receive scholarships or other assistance as per regulations for socially policy-benefiting students, those facing life difficulties, and students with exceptional abilities.
- Transfer schools if meeting the conditions as per regulations; the transfer procedures must comply with the regulations of the Minister of Education and Training.
- Enjoy other rights as stipulated by law.
